For companies, you will need to provide a Certificate of Incorporation, Memorandum of Association (MOA) and Articles of Association (AOA) with a Board Resolution that authorises the signatory. For proprietorships, you may simply provide an affidavit to confirm the same.
  2. PAN card – A copy of the Permanent Account Number (PAN) card.
  3. GST Registration – A copy of valid Goods and Services Tax (GST) registration certificate.

  2.  Financial Documentation

  1. Solvency Certificate – The contractor needs to submit a valid certificate from a recognised bank to confirm their financial solvency. 
  2. Bank Statements –  While applying for an eprocurement MES tender, it is mandatory to submit audited balance sheets and profit and loss statements for past financial years as asked.
  3. Net Worth Certificate – A certificate needs to be submitted to confirm the positive net worth of the company from a practicing Chartered Accountant.
  4. EMD – The bidder needs to submit proof of Earnest Money Deposit payment in the form of DD, cheque or online transaction.
  5. Tender Fee – This is the fee charged by MES for providing the tender documents to the interested contractors. Proof of payment is sought for an MES bid submission.
  6. Tender Processing Fee – Some e procurement MES tender have an additional tender processing fee. In such cases, proof of tender processing fee is sought.

3. Technical Expertise Details

  1. Technical Capabilities – A list of documents to demonstrate the company’s technical abilities outlining their resources, equipment, machinery and manpower (their qualification and experience) is needed during the MES tenders bidding process.
