The required prior work experience for the bidder includes successfully completing at least one work similar to the work proposed, with a value of not less than 35% of the work to be subletted, in the last 5 years. However, for subletting of work costing up to Rs.50 lakh, no previous work experience is required. The similar work is defined as "Work relating to supply, installation / fitment and testing / commissioning of electrical fitting/ wiring / train light or overhauling / repair / modification / maintenance / rehabilitation of electrical equipment of Non-AC / AC / EMU / MEMU / DEMU coaches / Metro coaches of Indian Railways / PSU / Government Organization". A work is considered substantially completed if payment equal to or more than 90% of the present contract value (excluding the payment made for adjustment of Price variation) has been made to the contractor. The credential certificate for such work should have been issued not prior to 60 days of the date of invitation of the present tender. The value of the final bill, including the PVC amount, shall be considered as the completion cost of work. In case of substantially completed work, the total gross amount already paid, including the PVC amount, shall be considered as the cost of substantially completed work. For similar works completed, the overall cost, including the PVC amount, shall be considered, and no separate evaluation for each component of that work shall be made to decide eligibility. In the case of a newly formed partnership firm, the credentials of individual partners from previous proprietary firms or dissolved previous partnership firms or split previous partnership firms shall be considered only to the extent of their share in the previous entity. The amount for substantially completed work is the total gross amount already paid, including the PVC amount, which is at least 90% of the present contract value. For a newly formed partnership firm, the credentials of individual partners are considered to the extent of their share in the previous entity and their share in the newly formed partnership firm. If a bidder has successfully completed a work as a subcontractor and the work experience certificate has been issued for such work to the subcontractor by a Govt. Organization or public listed company, the same shall be considered for the purpose of fulfillment of credentials. The specific values and percentages mentioned are: - 35% of the work to be subletted - Rs.50 lakh for subletting of work with no previous work experience required - 90% of the present contract value for substantially completed work - 60 days for the issuance of the credential certificate - 7 years for consideration of completed work.
