The required prior work experience for the bidder is that they must have satisfactorily completed as a prime contractor or subcontractor at least one similar work with an agreement value of not less than 25% of the amount put to bid. The value of similar work shall be considered based on one culvert bridge under a single agreement. The bidder should have experience as a prime contractor or subcontractor in construction works of similar value over the last five years. The total monetary value of turnover and civil construction works performed for each of the last five years should be provided. The bidder should have achieved a minimum annual financial turnover of 50% of the amount put to bid, with at least 30% of this turnover being from civil engineering construction works, in any one year in the last five years. The turnover will be indexed at the rate of 8% per year, updated to the price level of the current financial year in which bids are invited, with a maximum indexing allowed 5 times. The available bid capacity will be calculated as Assessed Available Bid capacity = (A/N) - B, where A is the maximum value of civil engineering works executed in any one year during the last five years, updated to the price level of the current financial year, N is the number of years preserved for completion of construction of road/bridge, and B is the value at the current price level of existing commitments and ongoing works to be completed during the period of completion of construction of road/bridge for which bids are invited. The estimated contract values for different packages are mentioned, ranging from 10,00,000 to 74,17,62,121. The bidder's available bid capacity should be more than the estimated contract value. Joint ventures (JVs) are allowed for packages with a size exceeding Rs 2000 crore. For JVs, all partners should be jointly and severally liable, and the JV agreement should indicate the precise role of all members in respect of planning, design, construction, equipment, key personnel, work execution, and financing of the project.
