Item No. 2.1: Supply, installation, testing & commissioning of single Phase, 2 Wire, AC Static Direct connected, Smart Prepaid Energy Meters, BIS-16444 : 2015(Reaffirmed 2020) marked, current range 10-60 Amp, 240 V, accuracy class 1.0, UC1 category and above along with in-built load control switch, containing provision for TOD, with pluggable module based communication facility based on RF frequency 865-867 MHz radio frequency. RF communication shall be with self-forming and self-healing Mesh Network as default including Polycarbonate meter box shock proof, safe weather proof , rust proof, dust proof, water proof, halogen free, silica free suitable for the meter as per IS14772 : 2000 and IS 11000: 1984. (Qty - 74 Nos) Communication system shall support (a) On demand data transfer. (b) Two way communication with DCU/Gateway. (c) Data to be communicated are voltage, current, powerfactor, power (KW, KVA), cumulative energy (Kwh, KVAH) MD (as per definition), frequency and data required to communicate for remote connection and disconnection of meter through in built relay. (d) Data transfer shall be 15/30 min frequency. (e) Clock synchronization/sinking facility with HES (Head end system). (f) Installed Meters of different make should communicate with same DCU/Gateway directly or via Mesh Network. (g) The meters should support open communication protocol DLMS with the software. (h) meter should be able to communicate in a same way as if there was no box.

Item No. 2.2 : Supply, installation, testing & commissioning of three Phase, 4 Wire, AC Static Direct connected, Smart Prepaid Energy Meters, BIS-16444 : 2015(Reaffirmed 2020) marked, current range 10-60 Amp, 3 x 240 V, accuracy class 1.0, UC1 category and above, along with in-built load control switch, containing provision for TOD, with pluggable module based communication facility based on RF frequency 865-867 MHz radio frequency. RF communication shall be with self-forming and self-healing Mesh Network as default including Polycarbonate meter box shock proof, safe weather proof , rust proof, dust proof, water proof, halogen free, silica free suitable for the meter as per IS14772 : 2000 and IS 11000: 1984. (Qty -12 Nos) Communication system shall support (a) On demand data transfer. (b) Two way communication with DCU/Gateway.

Notes for item (2.1 & 2.2) (a) It would be possible to run the meter in both prepaid and postpaid mode. (b) The meters would carry 10 years warranty. (c) The meter should be suitable/run/operate with all approved software.

Item No. 2.3 : Supply, Installation, Testing and Commissioning of DCU (Data concentrator unit)/ Gateway (Qty - 01Nos) with following features:- (a) DCU/Gateway shall be able to communicate with the nearest meters at a distance of at least 200 m, depending on topographical features. (b) Communication of the nearest meters with other meters shall be established through appropriate mesh formation. Mesh shall support atleast 15 no. of Hops. (c) RF Mesh shall support self-forming and self-healing features. (d) Contractor/Company rep will tune the DCU/Gateway in such a way that it would be able to communicate with the meters of atleast 3 different makes that are to be installed as per item no. 2.1 and 2.2 above. (e) It should be able to pull data at configurable frequency/on demand from the meters of different makes and and shall be able to give command to particular meter as per direction received from HES/MDMS. (f) It shall push events such as tamper, power off etc. to HES immediately on occurrence/receipt from meters. (g) It shall have provision for the cellular, WiFi and Ethernet communication for the backhaul to HES. In case of cellular communication, it would support dynamic IP sim from any telecom service provider depending on network strength (Min 4G and fall back to 2G). (h) Sufficient number of Gatways shall be installed in such a way that all the meters are covered in the network efficiently. It shall be capable to handle data of minimum 200 Nos. of any type of smart meter (1ph/3ph). (i) The equipment shall be weather-proof and dust-proof (minimum rating: IP54 for indoor and IP67 for outdoor installation). (j) It shall have rechargeable battery with backup for 1(one) hour for normal meter reading, to push tamper event, carry out on demand reading, etc. (k) Sim card Charges for 24 months shall deemed to be included in the quoted rate

Item No. 2.4 : Arrangement of Sim card and Broadband fiber optic Internet connection for DCU/Gateways: (Qty 01 Nos) (a) For reliable Internet connectivity of the Gateway with the Server. In case of non-availability of Cellular network, broadband connection with suitable speed to be arranged by the contractor. if the fibernet/Broadband fails, the DCU should automatically be able to switch to SIM network & vice versa. (b) One-time connection charges, Cost of Router shall deemed to be included in the quoted rate.

Item No. 2.5 : Supply, Installation, Testing and Commissioning of 1-Phase 2-wire 240V Class 1.0 Smart Energy Meter (same as mentioned above in item No. 2.1) as a Repeater (Qty-08 Nos)

Item No. 2.6 : Supply and Configuration of the Web based Software to integrate /configuration with 86 Qty of smart meterwith following modules: (i) Meter Data Management Module : -The meter data management module would be responsible for collecting the data from the concentrator and make the data available to the billing system. The meter data management system would capture and provide the following data: (a) Real time energy monitoring with 30 min instantaneous data from all the meters for seven parameters – Cumulative Energy, Cumulative Apparent Energy (as applicable), Power, Current, Voltage, Power Factor and Frequency. (b) Monthly billing survey data for Cumulative energy and max demand (ii) Prepayment/Billing Module: The system should periodically monitor the energy consumption of prepaid consumers and decrease the available credit based on the consumption. The system should allow online / digital recharging through consumer App (Android and iOS based) and Web portal. The configuration and necessary arrangement for payment gateway and E -MRO facility shall be deemed to be included in the quoted rate. The system should send connect/disconnect command on the basis of available credit. Low credit alarm: The system will give an alarm over the consumer App in case the credit in the meter goes down below a predefined limit. Emergency credit: The meter will work even when the credit falls down to zero to prevent disconnection. This limit shall be configurable. The system should support happy hours in order to prevent disconnection in non-working hours and on holidays. The Happy hours should be configurable. (iii) Occupation and Vacation Module: -The system would support occupation / vacation and billing reports.

(iv) Web site: There would be a dedicated website for the AGE and BSO team to view all the data and information. The designated users in MES would have the admin access to the application. The MES staff would also have the access of the key information on an android mobiles app (for admin use). (v) Customer Portal:- The system would include a customer portal for the resident / to log in and view their own energy / billing data. There would be android and iOS mobile apps for the user to monitor its own data and balance on regular basis. (vi) Energy Accounting Module: - The system would include features of energy accounting. The system would be able to account for total energy block wise, facility wise and would also allow calculations of unaccounted energy in case total energy meter is also available. (vii) Communication Module:- The system would provide communication of energy data and bills via App notifications. (viii) Meter Master Data:- The system would support meter master data repository. The system would support meter replacement process. (ix) Excel Export: - The system would support export of metering and billing data in excel format. (x) Customer Care Module : - the software would include a customer care module where the user would be log in any complaints. The service provider would monitor the complaints andcarry out the necessary activities for the complaints resolution. (xi) The software would be hosted on meitY(Ministry of Electronics and Information Technology ) approved Cloud or GCC Cloud. All charges for taking cloud service shall deemed be included in the quoted rate

(xii) Cyber security of software: - The software provided for the smart prepaid meters shall be secure from cyber threats and shall be provided regular security patches and updates including firewall and latest feature updates. Make: As per the OEM of the meter developed in India. (xiii) The AMISP/contractor will be responsible for making the entire AMI system including the service provider immune to Cyber Attacks, while taking care of following guidelines. (a) All the hardware, OS and application software shall be hardened. (b) Application, scanning and hardware scanning tools shall be provided to identify vulnerability & security threats. (c) Date shall be encrypted at system/device/technology level. (d) While procuring cyber security items testing must be done and the system must be secure by design. (e) Residual information risk shall be calculated by contractor and same shall be submitted for perusal cyber audit teams. (f) Penetration & vulnerability assessment test from certified auditors during Field Acceptance Test (FAT). Site Acceptance test ( SAT) & operations and maintenance period. (g) The system software of smart metering infrastructure may be designed to include prepayment mode recovery of license fee, hire charges for furniture , water charges etc in consultation with Stn HQ , local audit representative and CFA, such software should have necessary fields and administrative login access for local authority to update the recovery rate from time to time.

Notes for Item No 2.4, 2.5 & 2.6:- (a) The software would contain two year defect liability including all operating expenses such as GPRS charges, hosting charges, sim charges etc. (b) Bank account details will be provided by respective GE. The cost of integration of payment gateway with software and bank account deemed be included in the quoted rates. No extra charges will be paid by MES on account of integration of payment gateway with bank aacount and software. (c) The software would be scalable and expandable for meters and system of different make complying with IS16444. (d) The software should strictly adhere to IS 15959 standard & must be compatible with atleast 3 makes of smart meters that are to be finalised as per above. (e) The DCU/Gateway shall be integrated with the meters of atleast 3 different makes that are to be installed as per item no. 3.01 and 3.02 above. The supplier of DCU/Gateway shall give undertaking for the support to be provided in integrating Meters of other Makes which will be supplied in future for various stations falling under CE Jabalpur zone. Such Meters will use the RF NIC (Network Interface Card) that will be provided by the supplier of DCU/Gateway. (f) The software must be audited by CERT India empaneled firm/CERT auditor of Armed Forces and documentary proof of same must be produced at the time of commissioning. (g) The contractor must arrange/produce a MoU between OEM (maximum quantity of smart meter make installed) and concerned GEs before commencement of work, for technical support ( Upgrading/updating software, troublshooting any kind of problems related tometer/software/communication etc) for 10 years after date of physical completion of work

Head End System (HES) that would be the backbone of web based Software mentioned above shall be capable for meter data Acquistion at user selectable period, maintain time synchronism with smart energy meter and maintain communication device status and will provide visual interface to view the data/events with following features: (a) Remote smart meter data reading at configurable intervals (b) Acquision of meter data on demand. (c) Two way communication with meter/DCU/MDMS. (d) Command for connect and disconnect the smart meter. (e) Audit report and event alarm logging (f) Encryption of data for source communication. (g) Maintain time syn. with DCU/meter. (h) Store raw data for duration of one week. (j) Setting of smart meter configurable parameter. (k) Communication device status and history. (l) Critical and non critical meter event like tamper/power failure etc.

Item No. 03 PHASE- II Provision for comprehensive operation including periodic charges of telecom operator, smart meter billing from completion of work till the completion of defect liability period of 02 years complete all as specified & directed. The duties shall also include the following:- (a) Managing vending Station activities like offline recharge in case of any bug in online recharge system, meter recharge, report/record generation etc. (b) Regular updation of tariff rate in the system as per govt policies. (c) Registering any problem that may occur in the network and co-ordinating for smooth functioning of the system. (d) Deploying all measures for corrective actions as and when required (d) Acting as a link between users and the parent company providing the metering system. (e) Providing hands on training to the MES personnel as and when required. (f) Collecting cash in case of offline recharge, offline/online payment details etc and handing over to the MES rep. (g) To provide any other associated technical support. (h) Running and maintaining vending station. Note: This item shall be operative on declaring all meters commissioned.

Item No. 04 WORK UNDER PHASE-III Comprehensive operation and maintenance of system including project implementation &management, all expenditure including periodic charges of telecom operator, smart meter billing and maintenance after completion of defect liability period (phase II) till completion for 08 years extendable to further 02 years after mutual agreement complete all as specified & directed. The following items are also deemed to be included:- (a) Monthly sim/internet rental charges for the DCU/Gateway. The contractor would ensure supply of appropriate SIMs to ensure necessary signal availability. The contractor would change the sim or sim provider as required. In case of network issues, the contractor would arrange broadband internet connection. (b) Recurring SMS charges. The SMS would be issued for the payments alerts, low balance alerts and disconnection / connection alerts. (c) Software AMC. This would include necessary upgradations in the software such as support to the chrome browser changes, android version changes , iOS version changes. These changes happen on frequent basis and the software would support all the changes. (d) Changes in the government tariff structure. The government tariff structure changes may require software upgrade. The same would be included in the AMC scope of work. (e) Remote server admin support - Ensuring adequate database back up, upgradations in the operating system, anti virus updates, database upgrade etc. (f) Reports Development - The additional reports as needed for the success of the project would be developed (g) Software installation on any alternate / backup server if required (h) The communication network monitoring and support (i) Configuration of the repaired / replaced hardware in the system (j) Trouble shooting and necessary actions to run the system as required. (k) Software bug fixing as and when required (l) CERT audit of smart metering system will be carried out after every three years.

Note : 2 X 6.0 sqmm + 1 X 6.0 sqmm wire run including PVC conduit measured in one length.
