The required prior work experience for the bidder includes having at least 1 single civil work order of value not less than 60% of the package value or 2 works equaling 70% of package value for package values more than Rs. 5.00 crores. For package values up to Rs. 5.00 crore, the bidder should have at least 1 single civil work order of value not less than 50% of the package value. The work order allotted within the last 5 financial years from the year of publication of the bid will only be considered. Relaxation in experience certificate may be granted for 3 years from the date of registration for newly registered class 1 C, Class II, and Class III contractors. The bidder needs to submit a completion report of the work from the Executive Engineer concerned and a statement of ongoing commitment/liability report along with progress of ongoing works. The bidder's bid capacity is calculated based on their annual turnover for civil works. Specific values and percentages of similar works completed are mentioned as follows: - 60% of the package value for a single work order for package values more than Rs. 5.00 crores - 70% of package value for 2 works for package values more than Rs. 5.00 crores - 50% of the package value for a single work order for package values up to Rs. 5.00 crore. The bidder's maximum bid capacity shall be calculated as 2 times the bidder's highest Annual Turnover in any of the preceding last 3 years. The calculation of bidding capacity is worked out by the formula: Bidding Capacity = 2A - (B+C), where A = Maximum turnover in any one year during the last three years, B = Value of existing commitments/liabilities of all ongoing works awarded to the bidder remaining to be completed. A record of poor performance during the last five years can lead to disqualification. The bidder must submit a self-certified progress report of all works awarded to them for the past 5 years. The bidder should also submit an abstract of their annual turnover for civil works only for the preceding five financial years, certified by a registered Chartered Accountant.
