The bidder should have at least 1(one) single civil work order of value not less than 50% of the package value if the package value is up to a certain amount. In case of package value more than that amount, the bidder should have at least 1(one) single Civil work order of value not less than 60% of the package value or 2 (two) works equaling 70% of package value.
The bidder should have completed works with a value that is not less than 10% below the package value or estimate rate. The minimum allowable lowest quoted value (ALQV) would be calculated by subtracting 10% of the package value and rounding up the results to the next whole number.
For example, if the package value is Rs 1,00,000.00, the ALQV will be Rs 90,000.00, and any quoted value less than this amount would be summarily rejected. Similarly, if the package value is Rs 1,99,879.00, the ALQV will be Rs 1,79,891.00, and any quoted value less than this amount would be rejected.
The bidder's annual turnover for civil works should be at least equal to the package value. The maximum turnover of any one of the last five years will be considered.
The bidder needs to submit a self-certified up-to-date progress report of all works awarded to them for the past 5 years, including details of similar works completed.
Additionally, the bidder should have completed a single work order having a minimum value, although the exact values are not specified in some cases.
The work order allotted within the last 5 financial years from the year of publication of the bid will only be considered. Relaxation in experience certificate, Annual Turnover for Civil works, and Single highest work order may be granted for 3 years from the date of first registration for newly registered class 1 C, Class II, and Class III contractors.
The bidder should have a record of successful completion of similar works. The bidder should not have a record of poor performance during the last five years, such as abandoning works, rescinding contracts, inordinate delays, or financial failure due to bankruptcy.
The bidder's past track record, bid capacity, existing commitment at the time of bidding, and size of works executed in the last 5 years will be considered if there are multiple lowest bidders.
The bidder is required to submit an affidavit certifying that all statements and information furnished in the bid document are true and correct. The bidder should also submit a certificate from a statutory auditor or chartered accountant verifying the financial data of the company for the preceding five financial years, including annual turnover for civil works only.
The bidder should submit a financial statement containing the value of their annual turnover for the last 3 years. The maximum value of annual turnover during these years should be mentioned, along with the value in words.
In terms of similar works completed, the bidder should have completed works with a value that is not less than 10% below the package value or estimate rate. The bidder should also submit a list of technical personnel enrolled in their payroll to be full-time engaged or appointed for the work.
The bidder should have a valid GST registration and should pay all applicable taxes, including GST, Forest Royalty, and other charges levied by the Forest Department on forest products.
The department shall deduct the amount of GST, ST, Labour cess, and any taxes from the contractor's bill if the contractor fails to produce valid certificates from the concerned departments.
The bidder should have a valid bank account, and the account details, including the account number, date of commencement of the account, type of account, and name and address of the banker, should be submitted. The bidder should also submit a certificate from the banker, duly signed and sealed, confirming the account details.
The bidder should submit a table containing value of existing commitments/liabilities of all ongoing works awarded to the bidder remaining to be completed.
The bidder is also required to submit an undertaking indicating that they will complete the allotted work in all respect within the stipulated time of completion, failure to do which may lead to cancellation of work and blacklisting of the bidder.
The bidder's annual turnover for civil works should be at least equal to the package value.
