The bidder is required to have prior work experience in civil works. For package values more than a certain amount, the bidder should have at least 1 single civil work order of value not less than 60% of the package value or 2 works equaling 70% of package value. For package values up to a certain amount, the bidder should have at least 1 single civil work order of value not less than 50% of the package value. The work order allotted within the last 5 financial years from the year of publication of the bid will only be considered. The bidder needs to submit a completion report of the work from the Executive Engineer concerned. The bidder should also submit a statement of ongoing commitment/liability report along with progress of ongoing works. In terms of specific values and percentages, the bidder should have completed works with values such as 60% or 70% of the package value for higher-value packages, and 50% for lower-value packages. The bidder is also required to submit an up-to-date progress report of all the works allotted to them in the past 5 years, including details such as the name of the scheme, work order number and date, allotted amount, date of starting, up-to-date progress, and remarks. Additionally, the bidder's past track record is considered in the decision for selection, including their existing commitment at the time of bidding and size of works executed in the last 5 years. The bidder should also provide an abstract of annual turnover for civil works only for the preceding five financial years, certified by a registered Chartered Accountant. Furthermore, the bidder must submit a table containing the annual turnover of the bidder during the last 3 years. For bidders who quoted less than 10% below the package value or estimate rate will be retained and qualify for allotment. The minimum allowable lowest quoted value would be calculated by subtracting 10% of the package value. For example, if the package value is Rs 1,00,000.00, the minimum allowable lowest quoted value will be Rs 90,000.00, and any quoted value less than this will be summarily rejected. Newly registered contractors may be granted relaxation in the above clauses for 3 years from the date of their first registration, subject to submission of supporting documents. The bidder needs to submit a self-certified up to date progress report of all works awarded to him for the past 5 years till one month prior to the date of bid publication. The bidder should also submit a copy of a single work order having a minimum value as per certain clauses. The bidder is required to submit a table containing the value of existing commitments/liabilities of all ongoing works awarded to the bidder remaining to be completed. The bidder should submit an undertaking in the form of a notary affidavit indicating that the bidder will complete the allotted work in all respects within the stipulated time of completion, failure to do the same may lead to cancellation of work and blacklisting of the bidder. The amount for the minimum allowable lowest quoted value is Rs 1,00,000.00, and the calculated minimum allowable lowest quoted value is Rs 90,000.00. The bidder's annual turnover for civil works only should not be less than the package value. The maximum turnover of any one of the last five years considered is not specified.
