The required prior work experience for the bidder includes having experience in civil engineering, specifically in works related to soil and water conservation or similar nature. The bidder should have at least one single work completion certificate of a certain value, which varies based on the package value. For package values more than 5.0 crores, the bidder should have a completion certificate of at least 30% of the package value. For package values between 5.0 crores and 3.0 crores, the bidder should have a completion certificate of at least 50% of the package value. For package values less than 3.0 crores, the bidder should have a completion certificate of at least 70% of the package value, or 2 works equaling 50% of the package value, or 3 works equaling 30% of the package value. For similar works, the bidder should have at least one single work completion certificate of at least 50% of the package value, or 2 works equaling 30% of the package value, or 3 works equaling 20% of the package value. The work experience will be counted up to the last 5 financial years. The bidder should also have a minimum average annual turnover of 30% of the NIT/Package value for the last 5 years. Additionally, the bidder should have completed similar works in the Soil Conservation Department or other departments of Assam, and should provide a list of existing commitments, works already completed, and works similar in nature, along with the value of the contracts, stipulated period of completion, and value of works remaining to be completed. The bidder's prior work experience and financial capacity are evaluated based on the average annual turnover, which should not be less than 30% of the NIT/Package value. The bidder should not have abandoned any work in India, nor should any contract awarded to them have been rescinded, during the last five years prior to the date of the bid. The progress of existing works in hand of the bidder should be up-to-the-mark with more than 50% completion. The calculation of bidding capacity involves considering the maximum turnover in civil engineering works executed in any single year during the last five financial years. The weightage for completion of work in similar nature of works under Soil Conservation department or any Department under Govt. of Assam during the last 5 financial years would be considered 40% and for Bid Capacity, weightage would be considered as 60% for comparison of bids and selection for award.
