The required prior work experience for the bidder includes general construction experience and specific construction and contract management experience. The bidder should have contracts that demonstrate continuous construction work over the past 5 years. For specific construction and contract management experience, the bidder should have worked as a prime contractor or sub-contractor or management contractor on construction works of a similar nature and volume over the last 5 years. The value and percentage of similar works completed are mentioned in some cases. For example, the bidder should have completed contracts with a total value that meets the average annual construction turnover requirement of Rs. 359.25 lakhs in at least two of the last five financial years. The bidder should also have completed at least 3361 cum of earthwork in excavation, earthwork in filling in embankment/subgrade in one or more contracts/projects for road construction work in any one year of the last five years between 1st April 2019 and 31st March 2024. For similar work, which is defined as "Construction of one RCC/PSC Girder Bridge with well/pile foundation having span of 60 m in a contract of value not less than Rs. 359.25 Lakh across channel/river in a road project", the bidder should have completed 90% or more of the works under the contract. Substantial completion is based on 90% or more works completed. In terms of specific values and percentages, the bidder should have a minimum average annual construction turnover of Rs. 359.25 lakhs, and should have completed contracts with a value of not less than Rs. 359.25 Lakh for similar work. The available bid capacity will be calculated as (A*N*1.5-B), where A is the maximum value of civil engineering works executed in any one year during the last five years, updated to the price level of the financial year 2024-25 at the rate of 5% per year. The bidder should also demonstrate access to or have available liquid assets, unencumbered real assets, lines of credit, and other financial means to meet the construction cash flow requirements estimated at Rs. 59.88 Lakhs. The bidder should also demonstrate adequate sources of finance to meet the cash flow requirements on works currently in progress and for future contract commitments, through positive net worth, bank dedicated limit, and working capital available.
