The required prior work experience for the bidder includes having achieved a minimum annual financial turnover of 67% of the DNIT value in any one year. They should have also satisfactorily completed at least one similar work of value not less than 1/3 of the DNIT value, with a completion rate of not less than 90% of the contract value. The bidder should have executed in any one year, the minimum quantities of the major items of work, usually not less than 40% of the estimated quantity. For similar works, the value is 1/3rd of the respective value of work, which should not be less than one-third of the contract value. The annual financial turnover should be 67% of the DNIT value in any one year. However, for unemployed Graduate/Diploma Engineers, there is a relaxation in the qualification criteria, where the minimum annual financial turnover is 25% of the DNIT in any one year. The bidder should provide information on the total volume of civil engineering construction work performed in the last five years, including the year-wise breakdown, and the quantities of work executed as a prime contractor for all main items of work described in the bid document, in the last five years. The bidder must provide evidence of having completed similar works in the last 5 years, with a certificate issued by the authorized Engineer-in-charge, including the executed quantities of work done. The bidder must also provide financial annual turnover for the last 5 years, including the total value of civil engineering construction work performed, and attach certificates from the Engineer(s)-in-Charge for the work performed in each year. The required key personnel for the bidder includes: - Project Manager: B.E. Civil + 3 to 5 Years Exp. - Site Engineer: B.E. Civil + 1 Years Exp. Or Diploma in Civil Engg + 3 years Exp - Plant Engineer: B.E. Mech. + 1 years Exp. Or Dip. Mech. + 5 years Exp. - Quantity Surveyor: B.E. Civil. + 1 years Exp. Or Dip. Civil. + 5 years Exp. - Soil & Material Engineer: B.E. Civil. + 1 years Exp. Or Dip. Civil. + 5 years Exp. The bidder should have completed a single similar work with a value that can be verified through a credential certificate. The cost of completed works of previous years shall be given weightage of 10% per year based on the rupee value to bring them to the present price level. The bidder is required to have prior work experience in civil engineering construction, with a certain amount of liquid assets or availability of credit facilities, which is 10% of the DNIT Value or 10% of the contract value. The bidder should also have availability of key and critical equipment. The assessed available bid capacity is calculated based on the maximum value of civil engineering works executed in any one year during the last five years, the number of years prescribed for completion of the works, and the value of existing commitments and ongoing works. The bidder should have completed similar works with a value of at least 1/3rd of the contract value, and should have an annual financial turnover of at least 67% of the DNIT value in any one year. The bidder must provide a list of existing commitments with the value of remaining work as on the date of submission of the bid, and an audited balance sheet of the last 5 years. The bidder must also provide evidence of access to or availability of credit facilities, with a minimum of 10% of the notified contract value certified by the bankers.
