The required prior work experience for the bidder includes construction works of a similar nature and volume over the last five years. The bidder should have experience as a prime contractor, sub-contractor, or management contractor. Specific details required from the bidder include contract identification, award date, completion date, role in the contract, and total contract amount. The bidder should also specify their participation in the total contract amount if they were a member of a joint venture or a sub-contractor. The bidder should provide information on similar contracts, including the amount of similar works completed, physical size of the required works items, complexity, methods/technology, construction rate for key activities, and other characteristics. In terms of specific values, the bidder should provide the total contract amount in Rupees and the quantity performed under the contract per year or part of the year in the last five years. The bidder should also provide the total quantity in the contract, percentage participation, and actual quantity performed. The bidder should have existing commitments on ongoing works with a value at the current price level, a certain number of years of experience, and a certain value of existing commitments. The bidder should have a record of successful completion of similar works and should not have a record of poor performance. For key personnel, the required years of experience are: 1. Project Manager cum Bridge Engineer: 10 years 2. Assistant Bridge Engineer: 5 years 3. Assistant Road Engineer: 5 years (for degree holders) and 5 years (for diploma holders) 4. Environment, Health and Safety Engineer: 5 years 5. Socialist Specialist/Labour Specialist: 5 years The bidder should demonstrate having staff with extensive experience, limited to those requiring critical operational or technical skills. The bidder should demonstrate adequate sources of finance to meet the cash flow requirements on works currently in progress and for future contract commitments. The bidder should have a minimum average annual construction turnover of Rs. 212.67 lakhs in at least two of the last five financial years in civil engineering construction work. The bidder should have access to liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow requirements estimated as Rs. 35.45 Lakhs for the subject contract(s) net of the Bidder’s other commitments. The bidder should have prior work experience of successful completion of 1287 cum of earthwork in excavation, earthwork in filling in embankment/subgrade in one or more contracts/projects for road construction work in any one year of the last five years between 1st April 2019 and 31st March 2024. The requirement is based on substantial completion, which is defined as 90% or more works completed under the contract of similar work. In case of contracts/projects completed by the JV, only the proportionate JV share of the Member as per Contract Agreement signed with Client shall be considered for evaluation. Subcontracting of specialized elements of works is acceptable, and the value of sub-contract should be more than 10% of the bid price for each element.
