The required prior work experience for the bidder includes the completion of similar works. The bidder must have successfully completed any of the following during the last 07 years: - Three similar works each costing not less than 30% of the advertised value of the tender, - Two similar works each costing not less than 40% of the advertised value of the tender, - One similar work each costing not less than 60% of the advertised value of the tender. In case of tenders for composite works, the bidder must have successfully completed any of the following during the last 07 years: - Three similar works each costing not less than 30% of the advertised value of each component of the tender, - Two similar works each costing not less than 40% of the advertised value of each component of the tender, - One similar work each costing not less than 60% of the advertised value of each component of the tender. For subletting of work, the subcontractor must have successfully completed at least one work similar to the work proposed for subcontract, costing not less than 35% of the value of the work to be subletted, in the last 5 years. However, for subletting of work costing up to Rs 50 lakh, no previous work experience of the subcontractor is required. The bidder needs to provide information about the works physically completed in all respects as per contract agreement in the last three and current financial years, including the name of the work, name of the organization for whom the work was completed, type of organization, contract agreement number and date, original value of the contract agreement, final value of the contract as completed, payment received, time taken for completion, and principal features of the work. The value of the works completed should be mentioned, including the original value of the contract agreement and the final value of the contract as completed. The bidder must have minimum average annual contractual turnover of V/N or ‘V’ whichever is less, where V = Advertised value of the tender in crores of Rupees and N = Number of years prescribed for completion of work for which bids have been invited. No technical and financial credentials are required for tenders having advertised value up to Rs 50 lakh. The credentials of the bidder will be considered based on the completion of similar works, including the value and percentage of such works. In case of completed work, the value of the final bill, including the PVC amount, will be considered as the completion cost of work. For substantially completed work, the total gross amount already paid, including the PVC amount, will be considered as the cost of substantially completed work. A work is considered substantially completed if payment equal to or more than 90% of the present contract value (excluding the payment made for adjustment of Price variation) has been made to the contractor. The bidder should provide details of works completed in the last three and current financial years, with a certificate from the organization for whom the work was carried out, and not more than five certificates should be provided. The type of organization should be mentioned, such as Central/State Governments, Public Sector Undertakings, Public Funded Institutions, Municipal Bodies, Railways, Siding owners, or Concessionaire. The completion certificate should include details such as the name of the work, contract agreement number and date, original value of the contract agreement, final value of the contract as completed, date of award of contract, and total payment made. The value and percentage of similar works completed are considered for evaluating the bidder's eligibility.
