The required prior work experience for the bidder includes successfully completing specific categories of work within the last 7 years. These categories are: (i) three similar works, each costing at least 30% of the advertised tender value, (ii) two similar works, each costing at least 40% of the advertised tender value, (iii) one similar work costing at least 60% of the advertised tender value. For subletting work, the subcontractor must have completed at least one similar work in the last 5 years, with a cost of not less than 35% of the work to be subletted. However, for subletting work valued up to Rs 50 lakh, no prior work experience is required. The bidder's prior work experience can include substantially completed work, where payment of at least 90% of the contract value has been made. The credential certificate for substantially completed work should be issued within 60 days of the tender invitation date. The completion cost of a work is determined by the final bill value, including the Price Variation Clause (PVC) amount, or the total gross amount paid if the final bill is pending. For substantially completed works, the total gross amount paid, including PVC, is considered as the completion cost. In the case of a newly formed partnership firm, the credentials of individual partners are considered based on their share in the previous entity and the new firm. The bidder must submit certificates, testimonials, and a list of past works, along with an audited balance sheet and certificates of contractual payments received. Note that for tenders with an advertised value up to Rs 50 lakh, no technical and financial credentials are required.
