Bidders must demonstrate technical capacity and experience through payments received for constructing eligible projects or undertaking construction work in PPP projects. For standard highway projects, at least one similar completed work (90% complete, value ≥20% of bid value) representing 20% of the estimated project cost is needed from eligible projects in Category 1 and/or 3. For projects with four or more lanes, experience with two-lane or more projects is necessary. For projects with up to two lanes and paved shoulders, all eligible project experience is considered. Experience must be from the five financial years preceding the bid due date. Category 1 projects require the bidder to have held at least 26% equity and undertaken at least half the project's construction/maintenance cost (excluding work by contractors or agents). Category 3 projects require payments received from clients for construction/maintenance work executed, fully or partially, or work certified by the Engineer-in-charge/Independent Engineer/Authority’s Engineer. Amounts less than 5% of the bid value are not considered. Construction/maintenance work excludes supplying goods or equipment unless part of a turnkey or EPC contract, land costs, and pre-construction activities. No double counting of experience is allowed. In a joint venture, each member must individually meet at least 20% of the Threshold Technical Capacity.

Bid capacity must exceed the total bid value. It's calculated as: (A*N*2.5 – B + C), where N = years for project completion, A = maximum value of civil engineering works (excluding bonuses) in any one year of the last five (updated to the price level), B = value of existing commitments (updated to the price level), and C = bonus received in EPC projects (updated to the price level).

Minimum technical capacity exceeding 20 percent of the threshold is required. Specific experience categories are weighted differently: Category 1 projects (highways sector projects meeting specific criteria) and Category 3 projects (construction in the highways sector meeting specific criteria) are eligible. Projects in developed OECD countries receive a 0.5 multiplier on their experience score. A joint venture's capacity is assessed based on the combined capacity of its members, with the lead member needing to meet at least 60% of the requirements and other members at least 20% each.
