The bidder is required to have prior work experience in civil engineering construction work, specifically having completed works of a similar nature over the last five years, in addition to the current financial year. The required prior work experience for key personnel includes: - Project Manager: 5-10 years of general experience and 3 years of experience in the proposed position. - Site Engineer: 5 years of general experience and 3 years of experience in the proposed position. - Project Engineer: 5 years of general experience and 3 years of experience in the proposed position. - Work Supervisor Engineer: A diploma in Civil Engineering is required, but no specific years of experience are mentioned. The bidder should have at least one single similar nature/Civil work order under Assam Govt. Department/Govt. of India of value not less than 30% of Package value of this tender. The work order should be awarded and completed during the last 5 years in addition to the current financial year. The value of similar works completed should be at least 30% of the package value. The bidder needs to provide the value of the contract for each similar work completed, which can be used to calculate the total value and percentage of similar works completed. For example, if the bidder has completed a total value of Rs. 100 Crore of civil engineering construction work in the last five years, and the value of similar works completed is Rs. 50 Crore, then the percentage of similar works completed would be 50%. The average annual turnover of the contractors should not be less than 30% of the NIT/Package value, and the maximum annual turnover within the last five years should not be less than 30% of the package value. The bidder should also submit a completion report or progress report of completion of requisite volume (amount) of work from the Executive Engineer/Authority. The bidder's prior work experience will be evaluated based on the work completion report. Weightage for the highest value of single work done/completed is 35%. The bidder's progress of existing work will be verified with the concerned Executive Engineer before award of contract. Quoted bid value beyond 10% below the estimated amount will not be considered for award.
