The bidder should have experience in eligible similar nature of work during the last Seven years. They should furnish a list of all works of similar nature successfully completed during this period. The experience will be evaluated by scoring method, with a maximum of 20 Marks for experience in eligible similar nature of work. The bidder should have satisfactorily 100% completed similar works during the last 7 years. The experience requirements are as follows: - Three similar works each costing not less than Rs.288.74 L (40%) of the estimated cost of the project - Two similar works each costing not less than Rs.360.925 L (50%) of the estimated cost of the project - One similar work costing not less than Rs.577.48 L (80%) of the estimated cost of the project. For evaluation of experience in similar/civil work, 60% marks are given for minimum eligibility criteria, and 100% marks for twice the minimum eligibility criteria or more. In between these two, marks are given on a pro-rata basis. The bidder's performance on works, including Time Over Run (TOR) and quality, is evaluated. The TOR is calculated as Actual Time (AT) divided by Stipulated Time (ST), and marks are awarded based on this ratio. The maximum marks for TOR are 20. For quality, the assessment is based on the following scale: - Outstanding: 40 Marks - Very Good: 30 Marks - Good: 20 Marks - Poor: 0 Marks The bidder's financial strength, including average annual turnover and solvency, is also evaluated, with a maximum of 20 marks. The bidder should have had average annual financial turnover (gross) of Rs. 360.925 L (50% of Estimate Cost put to Tender) on construction works during the last three consecutive years. They should also have a solvency of minimum Rs. 288.74 L (40% of Estimate cost put to tender). The bidding capacity of the contractor should be equal to or more than Rs. 721.85 L, which is the estimated cost of the work put to tender. The bidding capacity shall be worked out by the formula: Bidding Capacity = {[AxNx2]-B}, where A is the maximum turnover in construction works executed in any one year during the last five years, N is the number of years prescribed for completion of work, and B is the value of existing commitments and ongoing works.
