Design, supply, installation, testing and commissioning of Solar Power Generation Plant ground mounted, grid connected complete comprises of the following :- (a) Solar PV modules to meet cumulative rated capacity of 1 MWp at STOC. Modules will be of Poly Crystalline type with 72 cells and minimum rating of 315 Wp with positive tolerance, same make and model made in India only, with minimum 1000 mm cable length and glass thickness of PV Modules shall be minimum 3.2 mm. Module efficiency 15.8%, fill factor0.7, module will be free of PID, module connector suitable for MC4/Bizlink and jucntion box with minmimum IP 67 rating. Module NOCT will be 45±°C with temperature coefficient of power 0.4%/°C, and will be suitable for operation from -20°C to +60°C ambient temperature. Modules will be combined to make array & string of panels to maximize power output along with supply and installation of necessary accessories like fuses, array/string junction box etc., Modules will be certified for relevant dust standards (Applicable standard would be IEC 60068-2-68). Modules shall be deployed with RF id tag inside lamination as per MNRE guidelines. Guranteed electrical degradation of power generated not exceeding 20% of the minimum rated power over the 25 year period and not more than 10% after ten years period of the full rated original output. Warranty against manufacturing defect, raw material, workmanship, inspection and testing procedures shall be 5 years from the date of commissioning. (b) Design, supply, fabricate and fixed tilt module mounting structure hot dipped galvanised mild steel with coating not less than 85 microns and suitable to withstand wind speed upto 150 km/hour and electrolytically compatible channels, bracing purlins of any size, electromagnetic washers, nuts, bolts including cutting, drilling etc.The design should be as per IS code and suitable for the wind speed (as per Wind Zone with correction of wind load at solar panel instalation height) , sun light and climatic condition of the plant loaction. Module Ground Clearance shall be 500mm ± 100mm. The design life should be more than 25 years and minimum yield strength of steel should be minimum 345 MPA and connecting plates yield strength shall be 250 MPA. Properties of RHS will conform to IS 4923:1997. HDG Fasteners of 4.6 grade and 8.8 grade for Structure. The structure should be suitable for easy removing and refixing / replacing of PV modules of the Solar Plant. All foundation & fixing arrangement shall be in according to drawing submitted by the contractor as dedesigned by Structural Engineer duly vetted by IIT/NIT/Govt Engineering College (where Structural Engineering discipline exists at PG level) and approved by Accepting Officer before execution of wrok- Qty adequate for mounting of solar PV modules at item 1(a) above. (c) Supply, installation, testing and commissioning of grid tied 3 phase inverter outdoor type of with minimum IP 65 rating, with 50 KW rated capacity maximum output upto 70 KW at 50°C ambient temperature. Minimum European efficiency of the inverter shall be 98% load as per IEC-61683 standard for measuring efficiency. Maximum DC input voltage shall be 1000 V and inverter supplied shall have upto 10% additional DC input capacity. MANNING & OPERATION Comprehensive Maintenance and Operation of 1 MW Solar PV Plant during the first year at army area Rayang including connected HT/LT infrastructure round the clock (24 Hrs in 3 shifts of 08 Hrs Each) complete all as required & directed by Engr-in-Charge commencing from the next date of completion of Phase-I providing requisite manpower all as per OEM's recommendation each shift as under:- (i) One Engineer well conversant with Solar Generation and Maintenance (ii) Electrician - One No (iii) Helper - One No Note (i) :- (a) The contractor will provide sufficient manpower to ensure smooth operation and upkeep of main receiving station complete all as directed by Engr-in-Charge and to maintain power plant equipments including cleaning of PV modules in schedule basis to washout dirt from solar panels for optimum power generation. (b) The scope of work also encompass minor repairs for restoration of elect supply ie. Tightning of jumpers on OH lines, replacement of blown out fuses, minor maintenance /repair of GOD and DO's, repair to broken ACSR conductors, removal of fallen trees on OH lines and HT/LT UG cables, Relugging of HT/LT cables etc all as per site conditions to maintain unintrupted elect supply to the troops/station. (c) Contractor shall also be responsible for the discipline & integrity of staff deployed and shall be responsible for any lapse. Contd...

(d) Contractor shall provide all the assistance/labour to meet break down as and when needed be deemed to be included in the rate quoted above. (e) Contactor will arrange own conveyance and communication system like mobile etc for complete solar power plant with minor consumable and expandable items and labour and tools for smooth and efficient operation round the clock for electrician for each shift for better communication. (f) Staff employed should be able to operate and use all safety equipments. Contractor will provide proper uniform, hand gloves, discharge rod, safety belt, rubber shoes, ladder and tourch all mandatory safety measures as per IE rules 1956. (g) All necessary requirments for detection / rectification of faults in HT and LT over head lines / under ground HT/LT cable circuits shall be arranged by the contractor. (h) Relevant records for complaints, breakdown, earth test register and repairs done shall be maintained all as specified. (j) All faults /breakdowns, pertaining to HT/LT shall be attended under the close supervision of contractor Engineer strictly following all safety measures as per IE rules. Non adherence may cause accident and under such circumstances, contractor shall be solely responsible. (k) Staff deployed in power house will be responsible for cleaning of yard and surrounding area. Note (ii) :- Any other items/parts required for synchronisation and load sharing purpose, between the SPP and the Elect Grid, which are not mentioned in above description, shall be deemed included in the above offer.
