SCOPE OF WORK FOR OPERATION AND COMPREHENSIVE MAINTENANCE OF FIRE FIGHTING SYSTEM:- 1. The scope of work shall be operation and comprehensive annual maintenance of all the equipment mentioned in BOQ. Along with it’s all related installation at Homi Bhabha Cancer Hospital & Research Centre, Aganumpudi, Visakhapatnam to ensure healthiness & smooth functioning of complete system strictly adopting all applicable standard practices, OEM recommendations & considering all safety aspects on round the clock basis on all days including all Sundays & all Holidays in all respect. 2. The financial bid consists of Part A & B, Part ‘A’ consists of rates for CMC of complete system and Part ‘B’ consists of rates for spare parts and percentage increase/decrease of spare parts and CMC for next year. Only Part ‘A ‘will be considered for evaluation of bids and rates specified in Part ‘B’ will be accepted by the competent authority during awarding of work order if they are quoted reasonably. 3. The contractor shall go through the complete maintenance schedule specified in Tender Document which has to be strictly followed for maintenance before quoting the rate for manpower and CMC. 4. The contractor should provide required number of Technicians after visiting the site assessing the BOQ and scope of work with the below mentioned qualifications. The eligibity criteria of technicians will be verified by this department prior to recruiting by the contractor The manpower must have single point of contact for regualr communication and scheduling of maintenbance. (a) Mechanical Technician with SSC (Full Time) plus 02 years of ITI (Mechanical Trade through NCVT and experience of 03 Years as Pumps, valve operation and maintenance, Fire & safety drills and procedure. (b) Electrician with SSC (Full Time) Plus ITI (Electrician through NCVT) 02-year full-timecourse from Government recognized Institute with 05 years’ experience in Electrical Maintenance works in Industry/Hospitals after ITI. 5. OEM for Some of the equipment fitted in Fire fighting system system are of reputed brands hence, the vendor has to replace any of the damaged/defective part with the same Make/Brand. No sub standard or alternate makes will be accepted while replacing the part. 6. The contractor should provide uniform (02 Pairs), safety shoes, Identity cards and required tools and maintenance material without any additional cost. 7. All allowances which are to be paid for the technicians viz. ESI, PF, Night Duty allowance, Overtime allowance or any other such charges. The hospital will not bear any additional charges on manpower except the one mentioned in BOQ . 8. Recording, Maintaining & Keeping all necessary records such as Checklists, test reports, etc., and submitted to department as and when required. 9. Agency to carry out operation & monitoring and comprehensive (Electrical + Mechanical + Plumbing) maintenance of the Fire fighting equipment and system round the clock including Saturday, Sunday & Holidays. 10. Break downs, if any, shall be attended by the agency within 24 hours of raising of complaints. 11. The agency shall always keep the Fire System/Pump Room site neat and clean. 12. All materials provided by the agency should be either BIS certified or should be certified by the agency designated for the purpose by appropriate Government. 13. Whenever the agency sends any person (Technician/Engineer) to attend the complaint/rectification, such person shall sign in a log book maintained for office records. 14. The bidder/agency which is selected after tender process will have to undertake Repair/Maintenance (Planned Preventive Maintenance) of the Fire Alarm System & Fire Fighting System on regularly monthly basis. 15. All Tools, Plants, and equipments to carry out the Fire work at site are to be provided by the Contractor free of cost.The contratcor has to carry out welding /brazing works after obtaining approval and prior intimation. 16. The agency shall depute their supervisor in working site to meet Medical Superintendent/Deputy Medical Superintendent/ Deputy Director/Assistant Director/OS/ESIC Engineer - in - charge/Care Taker for any official purpose. 17. All materials or any part(s) of Fire system which are required to remove any deficiency or defect in the Functioning of Fire system shall be provided by the agency, for which payment will be made by the HBCH&RC,Vizag against valid bills along with proof of supply of such material.

18. The consumables and spares shall be of best standard quality purchased from the original manufactures or authorized dealers only and shall be approved by the Engineering Dept, TMH before use. Engineering Dept, TMH may direct the contractor to use consumables of his choice from the listed/approved vendors and OEMs whose equipment’s is installed at site. 19. Replaced parts/ spares, used brunt oil etc. will be property of vendor. It is vendor’s responsibility to disposed of immediately. 20. The Bidder should ensure that all the preventive and scheduled maintenance is being carried under the intimation of Engineer-In-Charge HBCH&RC. The contractor should maintain log books of equipment and maintenance schedule as prescribed by Engineer in Charge ,HBCH&RC. 23. CMC includes removing of accumulated water in valve chamber, debris, grass. Replacement of gland packing, gasket, replacing of valve wheel if required. Repair /Replacement defective valve of same make and model. Any other minor repairs in all respects to make the equipment operationally available 24X7. Maintenance of all associated pipelines above ground level for painting, corrosion, Rubber Joint replacements, arresting of any type of leaks is also included. 24. Monthly inspection of the entire extinguisher including checking their tubes, discharge, hose pipes, nozzle, clamp etc. checking of weight for loss of mass in gas type extinguisher and to keep a record of the same. 25. Tools & Tackles All the general & special tools, tackles including spanners, tool boxes, pressure testing kits, tool, Cutting and welding equipment, consumables etc., required for proper operation and Maintaining Fire fighting system shall be arranged by the contractor at his own cost and issue to the staff deployed by him for this work. 26. Service report and register must be got signed after every service by the engineer in charge designated by the HBCH&RC, Visakhapatnam for such purpose. 27. The rates shall be all inclusive of establishment as well as spares and consumables as per schedule of work. The contractor is required to assess the probable quantity of all types of spares and consumables likely to be required for replacement for keeping all the installations in good working conditions and include the lump sum cost of these spares & consumables. Nothing extra on any account shall be payable over and above the approved all-inclusive comprehensive rates of the contract. 28. Report any incidence of breakout of fire in the form of fire record to PCRA (Petroleum Conservation Research Association). 29. To organize and impart training to the occupants of building in First Aid, Fire fighting, using Fire Extinguisher and building evacuation during emergency situation. 30. Call fire brigade in case of break out of Fire and provide assistance to fire service/Fire Fighters in case of breakout of Fire. 31. CMC includes maintenance of fire bukets with anti corrosive painting. repair! replacement of bucket in case of damage. Any other minor repairs in all respects to make the equipment operationally available 24X7. 32. CMC includes repair/ replacement of pressure switches isolating valves/cocks, safety valves Welding of supports Cleaning and applying of anticorrosive Paint/Primer followed by application of Signal Red paint as required. 33. he manpower has to operate domestic water pump and valves located in Underground sump as per the directives of HBCH&RC, Visakhapatnam. 34. To perform any additional special tests as required by the local fire codes. 45. The requirement of material if any should be approved by ENGINEER IN-CHARGE of HBCH&RC, Visakhapatnam. 46. The agency shall undertake the maintenance of Pump Room Diesel Generators Set as per the maintenance scheulde of the OEM guidelines. 47. All materials or any part(s) of Fire system which is required to be replaced shall be from the same Manufacturer/ supplier who has provided the original equipments/parts.

06.Daily routine checks :- (a) Keep the pump room dry as wet flooring may turn slippery, invite growth of mosquitoes and cause an unhealthy environment. (b) Clean the pump room. Wipe out dirt from external surface of equipment & ensure that the approach to pump room and ventilation openings in pump room are free. (c) Where a priming tank is provided, it should be ensured that it is full. (d) Check to ensure that the selector in control panel is in AUTO mode. (e) Record the readings of voltage of supply, battery voltage at engine and at control panel and pressure of water in the system at pump room and at the top most floor. Record also the current if any electric motor is run. (f) Observe whether there is any external sign of leakage in internal piping network and damage to yard hydrants and attend to the same immediately so as to pressure drop in the system. 07.Weekly checks of fire pump room (a) The starting and stopping of pressurization pump should be checked through operation of the test valve (so that water flows back to the pump). Record the pressure reading of both the operations to ensure that generated pressure in the system is in order. (b) While conducting the above said test check, the pumps should be run one by one for 5 minutes each and any abnormality such as excessive noise & vibration, burning smell from cable end, warming of bearing surface etc. should be observed for taking remedial actions . (c) Check the alarm systems in the pump room. (d) Check the level of electrolyte in the battery of the engine and top up with distilled water as necessary. Check also its specific gravity. If the battery needs charging (as can be judged by the cell voltage) arrange for its charging early and also examine whether trickle charger is defective. (e) Check Air cushion tank in UG Sump and Air Release valves in all Fire shafts of RT BLock,Hospital Block,Nurses & Doctors Hostel Block. 08.Weekly checks of Wet Riser components: (a) Clean the Internal hydrant points at all floors. See that these spaces are not misused for dumping rubbish or for storage. (b) Look for damages to or pilferages of components including the front glass cover of door and attend as required. (c) Look for leakages in the piping system within the building. Attend as required for example bolts at joints may need tightening, gasket at joints may need replacement etc. (d) Visually inspect the roof tank and pump for down comer (if provided) for any defects to take timely actions. 09.Monthly checks on engine and pumps: (a) Check engine radiator for air restriction if any and clean the same if required. Check the condition of drive belts, hose and radiator cap. (b) Clean the battery terminals and apply grease to prevent corrosion. Check specific gravity of the Electrolyte. (c) Check the exhaust system for leakage, corrosion and vibration. See whether the exhaust smoke is not very dark. (d) Check that there are no restrictions to air flow in air cleaner. Check that oil heater is functional. (e) Check also the water level in the static tank. (f) Check coupling with pumps for any sign of fatigue. (g) Lubricate bearings of motors and pumps as required. Check the gland seal in pumps for Leakages and tighten as necessary.

10.Auto operation of wet riser (a) All hydrants, internal and external, should be operated to check the operational readiness of the system. For this purpose, open the hydrant valve of one hydrant at a time and stop the pump after 1 or 2 minutes of operation. Take due precaution to see that there is no flooding of areas within the building during testing. Water should be directed towards drains.(b) While checking the internal hydrants, verify the free turning of fire hose reel. Lubricate if necessary. 11.Six monthly checks on system components (a) Roll out the hose pipes in an open space and test for leakage by filling with water. After the test, wash the hose and suspend free from an upper floor vertically in shade (not sunshine) so as to drain and dry evenly. When fully dry inside and outside, brush the external surface and roll up evenly with the female coupling end at the centre so that roll out for fire fighting operation is quick without twisting. Alternatively the hose may be folded at mid length and rolled up evenly from the fold so that both the male and female couplings will be on the periphery. (b) Check the integrity of all gate valves, in the pump room, internal and external hydrants and elsewhere in the wet riser/ sprinkler system. Lubricate if required. (c) Clean the sprinkler heads externally and also the sprinkler bulbs carefully to make them free from dirt. See that the sprinkler heads are correctly repositioned after cleaning. (d) Look for corrosion of metallic surfaces including GI components used for earthing system. Clean up and treat the corroded surfaces with appropriate anti-corrosive paint. (e) Inspect the electrical control panel and starters to see that all power/control contacts are clean, all terminations are sound and all fuses are intact. (f) Inspect all cable end terminations in the fire protection system, including control cables and tighten as required. (g) Check and change filters of diesel oil, engine oil, coolant and air cleaner element of the engine after checking total hours of operation vis–a-vis manufacturer’s recommendation. 12.Annual checks (a) Drain out static tank, clean and fill up with fresh water. If there is no sedimentation, algae etc.found, this can be done once in 2 years also. (b) Flush out the entire piping network in sprinkler system and check that the pipes are clear.Charge the system again. (c) Check condition of strainer, foot valve (where provided), suction line hardware etc. (d) Check pump shaft alignment, and condition of anti-vibration mountings for all the pump sets (i.e. with their drives). (e) Paint all external MS surfaces, machine base plates, hydrants (not the couplers), pipes, supports etc. Take care to see that the sprinkler bulbs and spray outlets are not painted up, check also display boards installed for fire safety at strategic locations. (f) Inspect the fuel tank for any sedimentation. Clean up if required. (g) Conduct Megger test on all cabling, mains and control wiring motors and earth test. (Earth test is to be done in summer and Megger test during monsoon). (h) Replace the engine oil as per hours of operation and recommendation of the manufacturer.

13.Check on associated items (a) Check all fire exit lights for satisfactory operation. Clean / replace lamps as may be necessary. COMPENSATION FOR NON-COMPLIANCE WITH TERMS AND CONDITIONS OF THE CONTRACT & OTHER TERMS &CONDITIONS: (i) PENALTY FOR NOT ATTENDING COMPLAINTS: Whenever there is any fault noticed with the system by the agency or any complaint is given to the agency to rectify, the same shall be responded in shortest possible time. The agency will arrange for keeping necessary spare within the premises of the said department in for immediate use. Necessary spare shall be supplied by the agency without any extra payment. The maximum period required for rectifying any breakdown shall be on follows: Minor breakdown: Attended within 24 hrs of occurrence of fault. Minor Repair/ Replacement: The following works shall be covered under minor repairs/ replacement. Any other works shall also be considered which are not mentioned here but require for smooth functioning of unit/ system/ plant a. Motor fan blade, bush, coupling, V-belt, gasket/ packing, hardware. b. Bearing of units like pump, motor & other units. c. Lubrication, hardware, nut, bolts etc. d. Relay, SPP, DRP, pressure guage, pressure switch e. Priming valve, pit valve, ball valve of size less than 50 mm f. Electrical M.V. panels consisting of main switches, individual switches for plant & measuring, control and safety instruments like ammeters, SPP’s, starters etc. Works shall be completed & reinstalled by you within Two days from the date of intimation/ breakdown at your service center/ office/supervisor. Penalty will be charged to you for any further delay in completion of work at the rate of Rs. 150/- (Rupees One Hundred and Fifty Only) per day from the expiry of the stipulated period. Major breakdowns: Attended within 3 days of occurrence of fault. Major repairs/ replacement: The following works shall be covered under major repairs/ replacement. Major repair requiring machine to be taken to workshop from Hospital site & reinstalled back at Hospital site along with test & trial, after complaint/ intimation/breakdown Any other works shall also be considered which are not mentioned here but require for smooth functioning of unit/ system/ plant a. Replacement of worn out sheet metal parts, corroded parts of M.S., S.S., G.I. & other structural members b. Bearing, oil seal of air blower units c. Solenoid valve, level sensors, Power and control cable and electrical related works. d. Lobes & air filter of blower. e. PP plates, cloths of filter press unit f. Rewinding of electrical motor of unit.

(iv) PENALTY FOR NON-MAINTENANCE: (MONTHLY/ QUARTERLY/ YEARLY MAINTENANCE) Units/ equipment/ machinery covered under SCHEDULE-C shall be maintained by agency as per schedule. It is the responsibility of contractor to carry out proper maintenance of the various units/ equipment/ machinery installed at designed areas or attending the break-downs on these equipments as specified. If proper maintenance has not carried out as per schedule in the format given, penalty will be charged to agency and shall be recovered from the running bills if these equipments are not maintained/ serviced as per the satisfaction of the Engineer-in-charge.
