Work Experience Requirements
Bidders must have satisfactorily completed (at least 90% of contract value) as a prime contractor, similar works during the last five years. Similar works must meet one of the following criteria: three similar completed works costing no less than Rs. 79.91 Lakhs each; two similar completed works costing no less than Rs. 111.87 Lakhs each; or one similar completed work costing no less than Rs. 159.82 Lakhs. Similar work is defined as construction/maintenance of a 2/4/6 lane highway. Escalation factors will be applied to adjust values to the 2024-25 financial year.
Bid Capacity
Available bid capacity must exceed the total bid value. Available bid capacity is calculated as: (A * N * 2.5 - B), where: A = Maximum value of civil engineering works executed in any one year during the last three years (escalated to 2024-25 values); N = Number of years prescribed for completing the works; B = Value of existing commitments and ongoing works to be completed within the next year (escalated to 2024-25 values).
Technical Capacity
Bidders must demonstrate the availability of key equipment, either owned, leased, or rented. This includes a patrol vehicle, a 15-ton mobile crane (tow-away vehicle), an 8/10-ton static roller, a small roller/compactor, a bitumen/emulsion sprayer with diesel-based heating, a mechanical broom (1250 sqm per hr), an air compressor, a grader/backhoe loader, two water tankers, two dewatering pumps, two tippers/dumper trucks, and a 100-120 TPH batch type hot mix plant within 100 km of the work site. Documentary evidence of ownership/lease/rental, including registration certificates or certificates from an officer of at least the rank of Executive Engineer (dated after 01/04/2023), is required. For the hot mix plant, specific requirements and certifications are detailed, including location within 100 km of the site. Bidders must also demonstrate the availability of technical personnel with specific qualifications and experience, as detailed in the Appendix to ITB. Signed CVs are required.
