Work Experience Requirements
Bidders must have satisfactorily completed at least 90% of the contract value for similar works (construction/maintenance of 2/4/6 lane highways) as a prime contractor during the last five years. This must meet one of the following: three similar completed works costing at least Rs. 47.16 Lakhs each; two similar completed works costing at least Rs. 66.02 Lakhs each; or one similar completed work costing at least Rs. 94.32 Lakhs. Values are escalated to 2024-25 levels using provided factors.
Bid Capacity
Bid capacity must exceed the total bid value. It's calculated as (A * N * 2.5 - B), where A is the maximum value of civil engineering works executed in any one year during the last three years (escalated to 2024-25 values), N is the number of years prescribed for completing the works, and B is the escalated value of existing commitments and ongoing works to be completed within the next year (project completion period).
Technical Capacity
Bidders must demonstrate the availability of key equipment (specified in the Appendix to ITB) and qualified personnel (also detailed in the Appendix to ITB). Required personnel include a Project Manager (Civil Engineering graduate with 5 years' experience) and a Site Engineer-cum-Surveyor (Civil Engineering graduate with 4 years' experience). Signed CVs are mandatory.
