The eligibility requirements mentioned in the tender are: 1. Past Performance: - The bidder's past performance may be considered during the evaluation process. - The bidder should have supplied at least one of the following: - One Purchase Order with an order value greater than 100 lakhs - Two Purchase Orders with an order value greater than 75 lakhs each - Three Purchase Orders with an order value greater than 50 lakhs each in the last five years ending with March 2024. - No specific past performance criteria are mentioned. The values mentioned for eligibility requirements are: 1. Local content percentage: 50% or more to qualify as a Class-I local supplier. 2. Five years: The OEM shall be in the field of manufacturing copper cables of Telecom in the last five years ending with March 2024. 3. 15%: If L-1 is not an MSE and MSE Seller(s) has/have quoted price within L-1+15% of margin of purchase preference/price band defined in relevant policy. The technical certifications required by the bidder to participate in this tender are: 1. Certificate from the OEM regarding the percentage of local content and details of locations where local value addition is made. 2. Self-certification that the item offered meets the local content requirement for Class-I local supplier. 3. Certificate from the statutory auditor or cost auditor (for companies) or practicing cost accountant or chartered accountant (for non-companies) giving the percentage of local content, if the bid value exceeds Rs. 10 Crore. 4. Standard test certificates/data sheets that comply with the technical specifications of each type of cable. 5. OEM Authorization Certificate. 6. Certificate from the statutory auditor or cost auditor of the company (in the case of companies) or from a practicing cost accountant or practicing chartered accountant (in respect of suppliers other than companies) giving the percentage of local content, if the bid value is in excess of Rs. 10 Cr. 11. OEM Certificate regarding the MII content, if the Bidder is the sole authorized Distributor of the OEM. 12. Certificate of Make in India content (MII) as per the specifications. 13. Technical compliance statement for each item in Bill of Material as per the proforma attached along with technical data sheet/literature highlighting the compliance to specifications. 14. Product Brochures, leaflets, manuals & related technically supporting documents with respect to the products offered.
