Supply Installation , RF network connection, commissioning & Testing of Smart Three Phase Meter with the following specifications : (i) AC Three Phase four wire, Tamper Proof, Static Meter of Class 1.0, 415V, 50 Hz , 10 A- 60 A conforming to IS - 16444 and relevant IEC standard with inbuilt Radio Frequency communication facility in Cyanconnode or equivalent Mesh network with default and on demand display, billing data generation facility, anti-tamper features, microprocessor and LED/LCD suitable for operation upto 65 degree Celcius. (ii) Meter Should support the following data : 30 min instantaneouse data from voltage, current , power factor, power, cumulative energy and frequency, 30 load survey data for energy, monthly billing survey for cumulative Energy and Max Demand (iii) Meter should have bidirectional communication system (iv) Meter should have connect / disconnect functionality operable from prepaid billing software for electric load. (v) The meter should have Battery backup for RTC and display in case of power failure & able to display readings. (vi) The Meter should be sealed with atleat 02 Nos polycarbonate irreplaceable tamper evident seals MAKE: L & T, Cat No ER300 P or eq in Secure / Schnieder/elmeasure Notes :- (i) Contractor has procured the meter direct from company. (ii) Contractor has to submit Manufacurer's test certificate as per IS 16444 in original (iii) The following details shall be provided with the meter after fixing the meters (a) Location where the meter has been fixed i.e. Bldg No & Qtr No (b) Make Sl No of meter and reading at the time of fixing duly signed by users (iv) Contrator has to provide the warranty of 5 years including replacement in case of burnt meters & in case of faults like communication error/display error etc meter will be checked for repair or replacement and accordigly repaired / replaced.

Suppply , Installation, testing and commissioning of Data Concentrator Units (DCU/Gateway) with the following specifications:- (i) Data Concentrator Unit (DCU) / Gateway compatible for remote Automatic Metering Infrastructure (AMI) solution and capable of communicating with the smart energy Meter in the corresponding frequency band and with the data server through GPRS / Ethernet. (ii) It would have internal memory to store data of at least 150 modules (iii) It would have inbuilt battery back-up, It would have IP-67 protection. (iv) Each DCU/Gateway can handle upto 200 meters in an area of one sq KM (v) All the communication eqpts shall be certified by WPC, Govt of India for operation in licence free frequency band (vi) It shall be secure enough to avoid all cyber threats loke D DoS, spoofing, malwares etc (vii) It should support IPV6 network addressing. Make: Secure, L&T, Schnieder Notes: (i) The contractor has to Arrange the SIM cards required for DCU/Gateway on the name of GARRISON ENGINEER, the cost of the same included in the quoted rates. (ii) Contractor has to submit the SIM Nos & location where it has been installed to MES in writing for the record. (iii) The power supply at gateways shall be provided by MES.

Supply and configuration of the Web bassed software for smart meters, (for single phase & three phase) billing system with following modules: (i) Meter Data management Module The meter data management module would be reponsible for collecting the data from the concentrator and make the data available to the billing system. The meter data management system would capture and provide the follwing data: (a) 30 min instantaneous data from all the meters for seven parameters - Cumulative Energy, cumulative Apparent Energy (as applicable), Power, current, voltage, power Factor and Frequency (b) Monthly billing survey data for cumulative energy and max demand (ii) Prepaid Billing Module The billing module would collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data / billing data available to the admin and end users. The billing module would include functionalities for tariff setup, bill format setup, bill adjustment, occupaton billing and vacation billing. (iii) Occupation and vacation Module:- The system would support occupation / vacation and billing reports. the software would be collecting data from DCU. The software would provide access to staff as well as the occupant for the data. (iv) Web site & Access :- There would be a dedicated website for the AGE and BSO team to view all the data and information. The designated users in MES would have the admin access to the application. The MES staff would also have the access of the key information on an android mobiles app (for admin use).

(v) Customer Portal :- The system would include a customer portal for the resident/occupant to log in and view their own energy/ billing data. There would be android and iOS mobile apps for the user to monitor its own data on regular basis. (vi) Energy Accounting Module :- The system would include features of energy accountig. The system would be able to account for total energy block wise, facility wise and would also allow calculations of unaccounted energy in case total energy meter is also available. (vii) Communication Module :- The system would provide communication of energy data and bills via print, email and sms methods. The system would provide following alerts via email and /or SMS - Monthly Bill - Low Balance - Payment Receipt

(viii) Meter Master Data :- The system would support meter master data repository. The system would support meter replacement process. (ix) Excel Export :- The system would support export of metering and billing data in excel format. Note: The contractor should ensure the proposed software has been intergrated with the proposed meters and DCU. (x) The software developed should be suitable for smart single phase & three phase meters of qty upto 7000 Nos. (xi) The sysytem developed should have the facility of low balance in case of the prepaid balance have been finished on sunday/ holiday for minimum Rs. 200. Notes: (i) Contractor has to provide the warranty of 5 years for the software. (ii) The Software developed is the sole property of MES. (iii) The software developed has the facility to add the additional DCUs & meters for future expansion. (iv) The implementation would include comrehensive training for the BSO staff. (v) The internate connection required for server shall be provided by the Garrision Engineer office through existing landline Nos. (vi) The Tarrif rates will be provide by the BSO for implimentation is software

(vii) The software should have the facility to alter/ change the name & Mo No of occupant after vacation of the qtrs. (viii) MES i.e. GE has to provide the list of Consumers & correspoding information to contractor prior to start of the project. Supply, installation, testing and commissioning meter box made out of Hot press moulded plastic of size 700 X 480X 210 mm suitable for mounting of smart prepaid meter with its module cover weather proof, dust proof, shockproof, maintance free, double door, concealed hinge, viewing Glass, earth bolt, mounted on wall with suitable size bolt complete all as specified and directed by Engrin-charge.

Taking out main incoming cable from TPN Box complete without any demage and refixing it in meter box panel complete all as specified and as directed.

PHASE II ( 11 MONTHS OF COMPREHENSIVE MAINTENANACE AND OPERATION) Outsourcing & Comprehensive maintenace the resources for monitoring, management and operating of Smart Billing software (system complete upto 11 month iNcluding sundays & holidays) as detailed / installed under phase l of Scheldule A Part-l including replacement of items / spares as required for smooth/ efficient functioning of the system all as specified and as directed by Enge-in-charge . The outsouring shall be in 03 shifts 0800 hrs to 1400 hrs 1400 hrs to 2200 hrs 2200 hrs to 0800 hrs) with 01 software operator Cum Technician and 01 Electrician per shift( including Sunday & holidays) Notes: (i) The Sch "A" Phase ll (Sl No 13 of BOQ) commencing from next day of certified date of satisfactory completion of work under Phase l. (ii) Contractor shall employ one software operator cum trained software operator cum technician having the experince of handling the Software for billing system and smart meters & one electrician for helping one site for electrical problems (iii) The Technician & helper employed must be Propr Uniform

(iv) The contractor has to submit the adhar linked bank account details of payment made to the Technician & helper at the time of RAR (v) The technician / operator engaged shall be trained for smart meters and billing systme software including connections with DCU & smart meters a) trouble shooting, repairs and maintence of smart meters, b) establishing communication between the Server, DCU & Smart Meters. (vi) The techinician should be able to prepare the Bills/Addition of Occupent/ mobile nos etc in software (vii) The techinician should be position for giving the reports of electricity consumed as and when asked for all the comsumers. '(viii) The quoted rate deemed to be inclusive of the following :- a) The cost of Recharge of SIM inserted in the DCU at 37 locations for network connectivity & 100 SMS b) Replacement of defective meters and DCU include in quoted rates c) Servicing of server, all software and hardwar items d) All the above activities shall be recorded in presence of BSO /AGE and all as required and as directed. e) Repair / replacement of all spares including Batteries of UPS /UPs system required for making the system smooth fucntiong. f) Cost of tools and Machinery shall be born by the contractor (vii) If the duty person i.e. Software oparatores, Technician & Electrician found absent from duty , No payment wll be made for absent period & Double the chages of quotaed rate shall be recovered from RAR (ix) If the contractor fails to repair / recitify the fault within 12 Hrs penalty of 100/- Per Hrs shall be recoverd froom contractor. (x) Contractor shall make arrangement (available as standby on site) for disaster mangement server (secondary server) in case of breakdown of parent server without any extra cost to the department for complete warranty and AMC period.
