The bidder is required to have prior work experience in construction works of a similar nature and volume over the last five years. The bidder should have executed and received payments for civil engineering construction work, with a total annual volume of a specified amount. To qualify for the award of the Contract, each bidder should have in the last five years achieved a minimum financial turnover, which is equivalent to: 60% of the amount put to bid, in case the amount put to bid is Rs.200 lakhs and less, 75% of the amount put to bid, in case the amount put to bid is more than Rs. 200 lakhs. However, in Naxal / Left Wing Extremist Affected Districts, the figures of 60% and 75% would be replaced by 50%. The bidder should have satisfactorily completed, as prime Contractor or sub-contractor, at least one similar work equal in value to: one-third of the estimated cost of work (excluding maintenance cost for five years) for which the bid is invited, or one-fourth in case of Naxal / LWE affected districts. Additionally, the value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in originally stipulated period of completion shall be counted as 120% for the purpose of this requirement. The bidder should also have experience in road works, with technical personnel having a degree or diploma in civil engineering and a specified number of years of experience. The bidder should provide information on their financial standing, including profit and loss statements, auditor's reports, and evidence of access to lines of credit and other financial resources, which should be at least 10 percent of the contract value. The bidder should provide details of works in progress or contractually committed with certificates from the concerned officer not below the rank of Executive Engineer or equivalent. The bidder is also required to provide information on work performed as prime contractor or sub-contractor on construction works of a similar nature and volume over the last five years. The bidder should have valid registration with the Employees' Provident Fund organization under the EPF and Miscellaneous Provisions Act, 1952. The bidder should also provide information on the qualifications of technical personnel proposed for the contract, including their years of experience in road works, building works, and other areas. For package size exceeding Rs. 10 crore, joint ventures are allowed. The bidder should not be under a declaration of ineligibility for corrupt and fraudulent practices by the Central Government, the State Government, or any public undertaking, autonomous body, or authority. The bidder is required to provide information on proposed sub-contractors and firms involved for construction, including the value of sub-contract, sub-contractor name and address, and experience in similar work. However, the bidder should not sub-contract the whole of the works. The bidder may sub-contract part of the construction work with the approval of the employer in writing, up to 25 percent of the contract price.
