The bidder is required to have prior work experience in construction works of a similar nature and volume over the last five years. Specifically, the bidder should have experience as a prime contractor or sub-contractor in the last five years preceding the year in which bids are invited. For technical personnel, the experience required is as follows: - A. Degree Holder in Civil Engineering / Experienced Diploma Holder in Civil Engineering: 10 years in construction, with 3 years of road experience. - B. Diploma Holder in Civil Engineering: 3 years of experience in road works. - For routine maintenance, the experience required is 3 years of road experience for both Degree Holder in Civil Engineering and Diploma Holder in Civil Engineering. The bidder should have satisfactorily completed, as prime Contractor or sub-contractor, at least one similar work equal in value to one-third (one-fourth in case of Naxal / LWE affected districts) of the estimated cost of work (excluding maintenance cost for five years) for which the bid is invited. The value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in originally stipulated period of completion shall be counted as 120% for the purpose of this Sub-Clause. To qualify for award of the Contract, each bidder should have in the last five years: (a) Achieved in any one year, a minimum financial turnover equivalent to: (i) 60% of amount put to bid, in case the amount put to bid is Rs.200 lakhs and less. (ii) 75% of amount put to bid, in case the amount put to bid is more than Rs. 200 lakhs. In Naxal/Left Wing Extremist Affected Districts, the figures of 60% and 75% in (i) and (ii) above would be replaced by 50%. The bidder should also have access to lines of credit and other financial resources, with a value of 10 percent of the contract value. The amount deductible for insurance is 1% of the estimated cost of construction put to tender. Subcontracting is allowed up to 25 percent of the contract price. The bidder can participate in package sizes exceeding Rs. 10 crore, and joint ventures are allowed for such packages.
