TERMS & CONDITIONS :- 1. Maintenance & up-keeping of the folloowing electrical installation in safe and proper working condition. 2. All the fitting, fixture, PBDB, SPNDB, Main-switches, LT Panel, Sub-Station Register & other Electrical Installation inside all the block/floor/bldgs as well as for compound lighting installation must be kept in a tip top condition by cleaning of all the said electrical equipments, dusting off accumulated dirt, cobweb etc. and all the cleaning materials like detergent etc. are to be supplied by the agency free of cost. 3. Checking & maintenance of Modular switch/piano key switch, Pin socket, Fan regulator, fans, light fittings etc. complete for their safe and proper functioning. Maintenance work in respect of the above-said electrical installation requires free supply of pretty materials like fuse wire, insulating tapes, screw, washers, small nuts & bolts etc. to ensure the smooth running of the installation as per instruction of concerned Executive Engineer, Assistant Engineer and Junior Engineer. 4. Switch On/Off of the common service lighting e.g. compound, corridors, staircases, toilets etc. and AC machines, Light, Fan etc. in closed room like stores, Godown, election godown etc. as these are not run beyond Office hours or off day and would be the responsibility of the agency. 5. To keep close watch on overall condition of the E.I. and performance of different accessories & submission of periodical report to the Junior Engineer concerned. 6. Maintenance materials viz. Incandescent lamps/ LED lamp, Main switches , Power DB, SPN BDB, Main & Sub-main cables, fluorescent tubes/LED tubes, Chokes, Igniters, Condensers etc. will be supplied by the Department and the dismantled unserviceable materials are to be deposited to the concerned Junior Engineer, against which fresh materials are supplied by the Department.

7. The Agency should depute his 1 no. Supervisor having SCC in parts 1,2, 7A and 11 who will look after the maintenance work to supervise the whole electrical components in the whole campus as per scope of the works and maintain log book, attendance register, and prepaired duty roaster and make communication with the office & well as authority. 8. The agency will take care to prepare the requisition of materials required for the maintenance within his jurisdiction well in advance and submit the same to the concerned Junior Engineer so that no delay in repair / replacement cause trouble in the system & hampering of the Building premises under the jurisdiction of section II. 9. The Agency must have a routine check-up of the entire system to prevent any damage / fire hazard due to loose contact in the Elecl. Installation. 10. Insulation test with the help of Megger for the entire Electrical Installation as well as earth resistance of the earthing installation are to be carried out in the presence of concerned Assistant Engineer/ Junior Engineer and the result thereof is to be furnished to the Engineer-In-Charge. 11. The agency will be provided all type of tools and tackles like Screw drivers set, multimeter, tongtester, thermal imager, well calibrated megger, earth resistance meter, blower/vaccum cleaner ect. Which cost are including as per schedule/rates analysis segment . 12. Space for accommodation of staff of the agency will be provided by the competent authority. 13. The Agency is required to submit a copy of Challan for permission of the Junior Engineer before taking any material out of the premises.

14. The agency must have their dedicated Cell phone/Mobile phone facility to be provide for emergency call services and should be responded without delay. 15. The agency should be responsible for any damage in the installation due to mishandling / mal-operation done by his staff and shall be liable for the compensation for the same which would be recovered from the bill as per direction of E.I.C. and the accused staff should be replaced immediately. 16. Measuring of various electrical parameters e.g. Current, Voltage, Temperature of different L.T. Panel board, PDBs, Main switches etc., test of Insulation Resistance, Earth Residence etc. are to be carried out every month and test results are to be recorded in Log book (preventive maintenance). Thermal imaging scanner should be used for measuring temperature of electrical equipment regularly to find out any abnormalities and printout of thermal image with date and time stamp should be provided to the concerned JE and AE. In case any abnormal regarding is noticeed, the same should be rectified/ set right immediately by taking promt, appropriate & effective measures/ actions in consultation with concerned AE/JE. Thermal image reading should also be taken after rectification. The supervisor of the agency will monitor overall maintenance works and examine Logbooks for any abnormality and sigh the Logbook accordingly & the log book should be sent to the Executive Engineer concerned through proper channel at the time of submission of bills. 17. Regular smooth maintenance of the said installation is absolutely imperative for delivering proper service withou hindrances. The agency will execute the maintenance work as per submitted terms & condition and attend & rectify the fault within the least down time on getting the complaint.

18. Bills should be submitted at the end of every three months with the certification of concerned Engineers on satisfactory completion. 19. The agency should must submit P.F and E.S.I 's challan and payment acknowledgement document or salary statement of the respective labours during submission of bill. 20. The agency has to depute Skilled Electrician having at least I(b), II, III, V electrical workman's permit from licencing board (Electrical), Semi-skilled Electrician having atleast 1(b), II & III and having sufficient experience in the said job for carrying out the maintenance work smoothly with due regard to the safety of the maintenance staff. The duty hours for the maintenance staff to be provided by the agency shall be normally whole day (24 hrs.) i.e. 3-shift including Saturday, Sunday & other holidays, along with the name & contact phone no. of the persons. The duty hour should not be exceed 8 hours per day and the agency must obey all relevent sections of Labour acts. 21. The contract may be terminated with one month’s notice from either side. 22. The agency has to provide proper Identity card for each staff. 23. The rates should be quoted both in words and figures on monthly basis. No. quotation with price variation clause will be accepted. Rates offered should be stable for the entire period of maintenance. 24. Failing of compliance of any of the above-mentioned points, this Department possess the right to deduct the cost from the bills of the agency on prorate basis determined by the Engineer –in-charge.

The philosophy of “Public Interest” would be the MOTTO of this maintenance contract. Any deviation may be viewed otherwise. If any kind of incapability & negligence are noticed in observing all the above-said terms & conditions causing inconveniences to public service, is subject to unilateral penalty, be it detected on the spot or thereafter (even after payment). This Department also reserves the right to deduct the cost from the bills of the contractor on pro-rata basis as determined by the Engineer –In-Charge for any shortfall in observing above T&C. In that case, the above-said contract may be terminated without issuing any notice and Stringent & punishable action may be taken against the contractor.
