A) SCOPE OF WORK:-

The motto of Preventive and corrective maintenance is to minimize Breakdown/ Fault; to prevent Fire hazard related to wall Split, concealed split &ductable split type AC machinesand to minimize downtime. Any incidence of fire hazard due to lack of maintenance would be viewed seriously and the agency would be held responsible.

The scope of this maintenance work is from the Timer / Starter to the air-conditioning unit. However replacement & repair of the same is not under the purview of the contract.

This comprehensive contract covers preventive & corrective maintenance of AC machines / spare parts as required so as keeping the AC machines well operative / functioning round the clock as desired from performance and safety point of view.

4. This contract covers repair and replacement of spare parts & accessories including compressor, blower motor, fan motor, sheet metal body and repairing / replacement of condenser coil & copper tubes, Capacitors, relay, thermostat, air filters etc. as necessary and these spare parts / accessories should be available at site in the custody of the entrusted agency. However all the replacement materials should be approved by the concerned Assistant Engineer.While replacing capacitor only burst proof capacitor (P2 / S2 type) having highest level of safety features as per IEC 60252-1-2001-02 standard, protected with self healing properties and overpressure disconnection device, should be used.

Checking of any unwanted leakage current at the Indoor and outdoor units is also under preview of the contract. If any such leakage current is found, that should immediately be brought into the notice of concerned J.E. and must be reflected in the Log-Book.

Total machines under contract should be checked / serviced fortnightly (twice in a month).

The contract covers thorough overhauling twice in a year and painting of sheet metal/ support/ wooden frame of RAC/SRC at site once in a year.

The agency will replace the supports/ wooden frame of RAC/SRC as required against damaged one and no extra charges will be paid for that

The contract covers charging of refrigerant in AC machines as per original refrigerant of the concerned machine as and when required including pressure testing.

The thermostats should be set properly and should be checked whether malfunctioning to avoid continuous running. The proper insulation of copper pipe(for liquid & gas line) and leakage of water line must be maintained and replaced if required.

Grill temperature and refrigerant pressure must be measured to check whether it is within the designed value and should be recorded in the Log Book.

12. Preventive Maintenance covers Filter cleaning, checking of all power and signal terminations, Wiring between Indoor & Outdoor units, Checking of Gas pressure & leakage of gas, checking of Condensers, Cleaning of cooling & condensing coils, blower and swing motors (where applicable), Thermostats, Capacitors, Capillary tube etc, Sound level and overall cleaning of the total unit. During routing checking, the set point of AC machines should also be checked and if any abnormal temperature setting is noticed, that should specifically be noted in the log book.

In case of AC machines for which Warranty period already expired the PCB and it's terminations, Transformers in the PCB, Blower and Swing motors of Indoor Unit of SAC etc. should be checked whether there is any symptom of heating at the time of routine checking to prevent fire hazards arising out of these places.

In case of break-down of A.C.Machines the restoration will have to be done within24 hrs. from the time of breakdown. If the machine is required to be removed / shifted to Workshop and retained for more than 24 hours, spare A.C. machines have to be provided by the agency as replacement free of cost. If the said alternative arrangement is not done timely by the agency a penal amount @ Rs.60/- (Rupees fifty) only per machine per hour will be deducted from the Contractor’s bill till re-installation of AC machine or as decided by EIC.

B) TERMS &CONDITIONS:-

The Semi-skilledMechanic should have I.T.I. / Certificate in Refrigeration & Air-conditioning from any authorized institute and minimum 2 years of working experience. The Skilled Mechanic should have Diploma / I.T.I. / Certificate in Refrigeration & Air-conditioning from any authorized institute and minimum 5 years of working experience.

The agency has to provide one dedicated cell phone for single point contact regarding any Preventive Maintenance/ Breakdown issues. However no claim of payment against any telephone bill will be entertained by this department.

The agency, Supervisor and all the maintenance staffs, deputed at worksite, must have Mobile Nos. and the same should be intimated to the E.I.C., A.E. &J.E concerned, in writing. The telephone call should be responded without delay.

Building-wise Log Book will have to be maintained by the Supervisor of the entrusted Agency in which the Infra Red thermometer reading of Grill temperature of AC machines and details of servicing will have to be noted down as per actual and duly countersigned by the JE and AE. Log-book format should be taken from concerned Assistant Engineer.

The preventive maintenance activities which are to be done twice in a year and once in a year must be carried out well before expiry of the contract. If any service falls due at the time completion, final bill would not be drawn.

Service challan certifying satisfactory performance of the machines should be submitted to the concerned JE and that has to be countersigned by the AE and to be submitted alongwith the bill. Grill temperature for the AC machines have to be maintained within 70ºF ± 2ºF keeping proper entries in the service challan.

The Agency will have to provide staff to assist in operation of the Ductable split AC plant lying at Hospital if required from his allotted staff in case of emergency.

Working condition of "TIME SWITCH CONTROLLED STARTER" for each A.C. machine to be checked by the agency everyday without fail & if it is found non functioning or kept in bypass mode, it should be noticed in writing to the AE / JE, P.W.D. immediately and should be corrected & recorded in the log book.

The interconnection wire between IDU & ODU should have no joint. If any joint is found at any time drastic action would be taken against the agency.

Transportation charges including equipments such as trolley/ ladder/ small vehicle for carrying AC machines / spares from the site to work shop / work shop to site or as required will not be paid extra.

-
Taking out of existing machine after carefully dismantling/ re-fixing of room air-conditioners as required for mtc. work will be done by the entrusted agency and no extra charges will be provided for that.

The replaced /dismantled machines are to be carried out and deposited to the respective section office or any other locations within the Hospital premises by the agency by its own labour / arrangement / tool & tackles as per direction of the AE / JE. No additional claim would be entertained in this regard.

Any inconvenience caused so far as performance of AC machine is concerned due to negligence in the part of the agency, if detected, will be liable to penalty. Quantum of penalty would be decided by EIC depending on the gravity of situation.

While taking up / commencement of the comprehensive maintenance work, the agency will have to start maintaining A.C. Machines as per above terms and conditions irrespective of the condition of the A.C. Machine and no extra charges will be paid for repairing / replacement work. Similarly at the time of completion of job, condition of the machines should be at least at par with the initial condition except normal aging.

The agency will have to complete the readable "numbering" of A.C. Machines at their own cost for identification within one month of starting the comprehensive maintenance as per direction of the EIC.

The behavior of mtc.staff of the entrusted agency should be polite in nature and may be withdrawn from site in case of any adverse is reported. However, in normal cases, frequent changes of mtc.staff will not be allowed without prior official intimation to the AE / JE.

No extra charges ( Duties/ Cess/ Taxes etc ) will be paid except the rate quoted by the agency as per unit per month basis for maintaining the above described terms & conditions.

In case of any accident/ incident and or physical illness of the staff of entrusted agency while on duty, no claim will be entertained by this Department (P.W.D.) and all responsibilities thereof should be shouldered by the agency only.

Bill should be submitted quarterly to the concerned Jr. Engineer keeping at least one spare log book at site. However, payment would be made as per availability of fund.

The Executive Engineer reserves the right to terminate the contract against two months notice for performance not observed satisfactory as well as for any other administrative reason.

The Maintenance Personnel, deputed by the agency should be a permanent resident of West Bengal with valid Aadhaar Card / any other residential proof.

-
Audit Report & Parameter sheet for each machine must be submitted with the bill with the signature of technician, JE & AE.
-
-
-
All the maintenance staff of the contractor should have proper & constant vigilance over the satisfactory cooling &smooth running of the air-conditioners.
-

-
In case of any workman, technician or any of the representatives is found to be engaged in any illegal activities responsibility should be borne by the agency.

-
If any kind of incapability & negligence are noticed in observing all the above-said terms & conditions causing inconveniences to public service, is subject to unilateral penalty, be it detected on the spot or thereafter (even after payment). This Department alsoreserves the right to deduct the cost from the bills of the contractor on pro-rate basis as determined by the Engineer –In-Charge for any shortfall in observing above T&C. In that case, the above-said contract may be terminated without issuing any notice and Stringent & punishable action may be taken against the contractor.
