The required prior work experience for the bidder includes experience in works of similar nature completed during the last seven years. The bidder should provide details of such works in Form "C", including information such as the name and address of the bidder, name of work/project and location, owner of sponsoring organization, contract number, cost of work, dates of commencement and completion, and litigation/arbitration cases pending. The experience requirements are categorized based on the number of storeys of buildings completed, as follows: - Up to four storey buildings: No binding - Five to ten storey buildings: Minimum one building of Five storeys or completing balance construction work of one building (including structural work) minimum up to five storeys. - Eleven to fifteen storey buildings: Minimum one building of Eight storeys or completing balance construction work of one building (including structural work) minimum up to Eight storeys. - More than fifteen storey buildings: Minimum one building of Ten storeys or completing balance construction work of one building (including structural work) minimum up to Ten storeys. Each basement or stilt constructed in the building is considered as a storey for this purpose. The value and percentage of similar works completed are considered in the evaluation criteria, with 20 marks allocated for experience in similar class of works. The marks are awarded as follows: - 60% marks for minimum eligibility criteria - 100% marks for twice the minimum eligibility criteria or more - In between 60% and 100% - on pro rata basis Additionally, the bidder should have an average annual financial turnover (gross) of Rs. 1.04 Crores on construction works during the last three consecutive years ending 31st March 2024. The bidder should also have an average annual turnover worth a minimum of 40% of the estimated cost of the work. The bidder should demonstrate access to or availability of liquid assets, including working capital, cash in hand, and uncommitted bank guarantees, of not less than 10% of the value of the contract. The bidder should also submit an undertaking to invest a minimum of 25% of the contract value of the work during implementation. The bidder's maximum turnover in construction works executed in any one year during the last five years should be considered, and the value of completed works shall be brought to the current costing level by enhancing at a simple rate of 7% per annum. The bidding capacity of the bidder should be equal to or more than the estimated cost of the work put to tender, calculated using the formula: Bidding Capacity = {[AxNx2]-B}, where A is the maximum turnover, N is the number of years prescribed for completion of the work, and B is the value of existing commitments and ongoing works.
