The required prior work experience for the bidder is indicated by the need to provide details of all works of similar nature completed during the last seven years. The bidder's experience is evaluated based on the value and percentage of similar works completed, but no specific percentage of similar works completed is mentioned. For evaluation, 60% marks are given for meeting the minimum eligibility criteria, and 100% marks are given for completing twice the minimum eligibility criteria or more. In between these two, the marks are awarded on a pro-rata basis. The bidder should also have average annual turnover worth minimum 40% of the estimated cost. The bidder should have an average annual financial turnover (gross) of 103.20 Lakh on Civil/Electrical construction work during the last three consecutive financial years ending 31st March 2022. Additionally, the bidder should have had an average annual financial turnover (gross) of Rs. 1.03 Crores on construction works during the last Three Consecutive years ending 31st March 2022. The bidder should demonstrate that they have completed eligible similar works that have not been executed through another contractor on a back-to-back basis. The bidder is required to provide details such as the type of structure, number of notices, and amount claimed and awarded by the arbitrator for each similar work completed. The bidder whose tender is accepted will be required to furnish a performance guarantee of 5% of the tendered amount, and a security deposit of 5% of the tendered value of the work. The bidding capacity of the bidder should be equal to or more than the estimated cost of the work put to tender, calculated using the formula: Bidding Capacity = {[AxNxM]-B}, where A is the maximum value of civil engineering works executed in any one year during the last five years, N is the number of years prescribed for completion of the works, M is 2.0, and B is the value of existing commitments and on-going works to be completed during the next 1.5 years. The value of executed works should be brought to the current costing level by enhancing the actual value of work done at a simple rate of 7% per annum. The bidder should also submit an undertaking to invest a minimum cash of up to 25% of the contract value of the work during implementation. The audited balance sheets for the last five years should demonstrate the soundness of the applicant's financial position, showing long-term profitability. If there are a number of buildings in a similar work, then a minimum of one building should satisfy the definition of similar work. The work of Basement specialized E&M services etc. if executed under a separate contract may also be considered for the purpose of assessing the technical competence only without adding its monetary value for determining the eligibility criteria.
