The bidder should have experience in executing similar type of works, with the value of executed works calculated from the last date of completion of work and the date of submission of the bid. The bidder should have successfully completed similar works during the last ten years. The required prior work experience includes: - Three similar works, each costing not less than 30% of the cost of the work put to bid, - Two similar works, each costing not less than 40% of the cost of the work put to bid, - One similar completed work, costing not less than 60% of the cost of the work put to bid. At least one completed work of similar nature should have been executed with a Central/State Government Organisation, costing not less than 30% of the estimated cost put to tender. The bidder needs to provide details of works completed during the last 10 years, including the name of work, brief scope of work, name of client, department/employer, aggregated value of executed works, and scheduled dates of start and completion of work. The aggregated value of executed works should include the cost of material supplied by the department, and should be provided in Rs. in Lacs. The value of executed works/turnover shall be brought to current cost level by enhancing the actual value at the rate of 7% per annum at a simple rate. An escalation factor is provided, with factors ranging from 1.00 for the financial year 2023-2024 to 1.28 for the financial year 2019-2020. Milestones to be achieved during the contract period include: (1) 1/8th of the value of entire contract work up to 1/4th of the period allowed for completion of construction (2) 3/8th of the value of entire contract work up to ½ of the period allowed for completion of construction (3) 3/4th of the value of entire contract work up to ¾th of the period allowed for completion of construction. The bidder also needs to provide details of technical and administrative personnel to be employed for the works, including their qualification, date of birth, and experience in years. For similar works completed, the bidder needs to provide the name of work/project and location, nature of work, estimated cost, actual completion cost, date of start, date of completion, and performance report (Very Good/Good/Fair/Poor). The bidder should also provide information on the percentage rate method, where they need to quote a percentage above/below/at par of the schedule of rates. The amount of liquidated damages for delay in completion of works is 1 percent of the Initial Contract Price, rounded off to the nearest Thousand, per week, with a maximum limit of liquidated damages for delay in completion of work.
