The bidder should have satisfactorily completed, as a prime contractor, at least one similar work equal in value to one-third of the estimated cost of work (excluding maintenance cost for five years) for which the bid is invited. The bidder should have achieved a minimum financial turnover of at least the amount equal to the estimated cost of works (excluding maintenance cost for five years) in any one year, indexed at the rate of 8 percent for a year. The available bid capacity for construction work should be equal to or more than the total bid value, calculated based on the maximum value of civil engineering works executed in any one year during the last five years, updated to the price level of the last year at the rate of 8 percent a year, with a multiplier of 2.5. The bidder can propose subcontracting the components of the works for construction/up gradation aggregating not more than 25% of the contract price. The bidder should also provide an undertaking that they will be able to invest a minimum of cash up to a certain percentage of the contract price of works during the implementation of the works, and provide evidence of access to line(s) of credit and availability of other financial resources/facilities (10 percent of the contract value). The amount to be insured for loss of or damage to the works, plants, and materials is 10% of the contract value, and the liquidated damages for delay in completion of works is 1 percent of the initial contract price per week, with a maximum limit of 10 percent of the initial contract price. The bidder should have completed works of a similar nature and volume, but the exact amount and percentage are not specified, except for one-third of the estimated cost of work for similar work experience.
