The required prior work experience for the bidder includes successfully completing or substantially completing similar works within the last 7 years. The specific requirements are: - Three similar works, each costing not less than 30% of the advertised value of the tender. - Two similar works, each costing not less than 40% of the advertised value of the tender. - One similar work, costing not less than 60% of the advertised value of the tender. In the case of composite works, the requirements are: - Three similar works, each costing not less than 30% of the advertised value of each component of the tender. - Two similar works, each costing not less than 40% of the advertised value of each component of the tender. - One similar work, each costing not less than 60% of the advertised value of each component of the tender. Additionally, the subcontractor must have successfully completed at least one similar work similar to the work proposed for subcontract, costing not less than 35% of the value of the work to be subletted, in the last 5 years. The values and percentages mentioned are 30%, 40%, and 60% of the advertised value of the tender or each component of the tender. The amount of Rs 50 lakh is mentioned as the threshold for requiring prior work experience for subletting of work. For tenders having value up to Rs 50 lakh, no technical and financial credentials are required. The bidder needs to provide details of the maximum value of construction works executed and payment received, as well as existing commitments and balance amount of ongoing works. The bidder also needs to upload a statement of works being executed/in hand and the maximum value of contractual payment received in any one year in the last three years and the current financial year. The available bid capacity shall be worked out by the formula: Available Bid capacity = [A x N x 2] – 0.33 x N x B, where A = Maximum value of construction works executed and payment received, N = Number of years prescribed for completion of work, and B = Existing commitments and balance amount of ongoing works. The bidder must show that they have satisfactorily carried out works of the type involved in the construction of the work being tendered for, and provide proof of their technical ability and financial stability to undertake the work of the magnitude tendered for. The similar nature of work is specified as "Fabrication, Supply, and erection of tower of 20m or above height in Main line Railways, Metro Railways, High Speed Railways, LRT, Metro Rail, Suburban Transit System, Power Transmission/Distribution or Cellular Networks." The amount to be deducted is mentioned as Rs.40,000/- for each month of default in case of graduate engineer and Rs. 25,000/- for each month of default in case of Diploma Holder. A 25% variation in quantity of individual items of work is allowed, and the contractor shall be bound to carry out the work at the agreed rates and shall not be entitled to any claim or any compensation whatsoever up to the limit of 25% variation in quantity of individual item of works. In case an increase in quantity of an individual item by more than 25% of the agreement quantity is considered unavoidable, then the same shall be executed at following rates: (a) Quantities operated in excess of 125% but up to 140% of the agreement quantity of the concerned item, shall be paid at 98% of the rate awarded for that item in that particular tender; (b) Quantities operated in excess of 140% but up to 150% of the agreement quantity of the concerned item shall be paid at 96% of the rate awarded for that item in that particular tender; (c) Variation in quantities of individual items beyond 150% will be avoided and would be permitted only in exceptional unavoidable circumstances and shall be paid at 96% of the rate awarded for that item in that particular tender.
