Bidders must demonstrate technical capacity based on experience in one of four categories over the past five financial years: Category 1: highway projects (highways, expressways, bridges, tunnels, runways, railways, metro rail, and ports); Category 2: core sector projects (civil construction in power, commercial setups, airports, industrial parks, logistic parks, pipelines, irrigation, water supply, sewerage, stadiums, hospitals, hotels, smart cities, warehouses, oil & gas, and real estate development, including projects with titles like RIDF, PMGSY road, link road, city roads, rural road, sector/municipality road, and real estate projects demonstrating road development/construction of bridges or culverts); Category 3: highway construction projects; Category 4: core sector construction projects. For Categories 1 and 2, projects must be PPPs with the bidder holding at least 26% equity, a capital cost exceeding Rs. 49 crore, and payments for development or appropriated revenues (excluding sales of goods or services). For Categories 3 and 4, projects must have payments exceeding Rs. 49 crore for construction works (excluding land costs and supply of goods/equipment except in turnkey/EPC contracts). For normal highway projects, at least one similar completed work representing 20% of the estimated project cost (Rs. 195.99 crore) is required from Categories 1 and/or 3. Additional experience in constructing major bridges, ROBs, flyovers, or tunnels may be necessary depending on span length. Eligible projects include widening/reconstruction/upgrading works on various roads and construction of bypasses, stand-alone bridges, ROBs, and tunnels; and construction/reconstruction of linear projects like airport runways, railways, metro rail, and ports (including jetties).

For Categories 1 and 2, the sum total of payments for construction, development of Eligible Projects, and appropriated revenues must exceed Rs. 979.95 Crore. At least one-fourth of this amount must be from Categories 1 and/or 3. For Categories 3 and 4, payments exceeding Rs. 49.00 Crore are considered. Payments/receipts less than Rs. 49.00 Crore are not considered. Construction works exclude the supply of goods or equipment unless part of a turnkey or EPC contract, and land costs are not included.
