The required prior work experience for the bidder includes having work experience as a prime contractor on construction works of a similar nature and volume over the last five years. The bidder should have achieved a minimum financial turnover of at least the amount equal to the estimated cost of works for which the bid has been invited in any one year. The bidder should have satisfactorily completed, as a prime contractor, at least one similar work equal in value to one-third of the estimated cost of work for which the bid is invited. For technical personnel, the required experience is as follows: - A. Degree Holder in Civil Engineering: Minimum 20 years of experience, with 5 years of experience in handling large road work projects, and minimum 5 years of experience. - C. Diploma holder in Civil Engineering: Minimum 2 years of experience. - D. Diploma holder in Mechanical Engineering: Minimum 2 years of experience in maintenance of plant and machinery. - E. Surveyor: Minimum 2 years of experience. For field testing laboratory personnel: - A. Diploma holder in Civil Engineering: Minimum 5 years of experience in testing and quality control in road work. - B. Lab Assistant/Technical (ITI/B.Sc): Minimum 2 years of experience in maintenance of plant and machinery. - E. Surveyor: Minimum 2 years of experience in testing. The value of similar works completed should be equal to one-third of the estimated cost of work for which the bid is invited, and the bidder should have a minimum of 10% of the contract value as liquid assets and/or credit facilities. The bidder should also have experience in road works with a value of up to Rs. 2 Crore or more than Rs. 2 Crore. The bidder must demonstrate availability for construction work of owned key equipment and technical personnel. The bidder's available bid capacity for construction work is calculated based on the maximum value of civil engineering works executed in any one year during the last five years. The bidder should have total monetary value of civil construction works performed for each of the last five years. The bidder must also undertake to invest a minimum of cash up to a defined percentage of the contract price of works during the implementation of the works. Proposal for subcontracting the components of the works for construction/upgradation aggregating not more than 25% of the contract price is also required.
