The bidder should have prior work experience of executing civil engineering works, with the total monetary value of construction work performed for each of the last five years being provided. The bidder should have executed similar water supply/sanitary engineering works for a minimum amount as indicated in the Appendix in any one year. The bidder should have experience of executing works of a similar nature over the last five years, with a total value of contract and stipulated period of completion. The bidder should have completed a minimum of 80% of the expected peak rate of construction and invested a minimum of 25% of the contract value of work during implementation of the contract. The bidder should have executed in any one year, the minimum quantities of the following items of work: - cement concrete (including RCC and PSC) - earthwork in both excavation and embankment (combined quantities) The bidder should have total value of Civil Engineering construction work performed in the last five years. The bidder should have average annual turnover and experience as per Addendum/Amendments to I.T.B. The bidder should have access to or availability of credit facilities (minimum 10% of estimated cost) certified by the bankers. The bidding capacity shall be worked out by the following formula: Bidding Capacity = {[AxNxM]-B} Where A = Maximum value of civil engineering works executed in any one year during the last five years (updated to the price level of the last year at the rate of 10 percent a year) taking into account the completed as well as works in progress. N = Number of years prescribed for completion of the works for which bids are invited (period up to 6 months to be taken as half-year and more than 6 months as one year). M = M is taken 2.0 B = Value, at the current price level, of existing commitments and on-going works to be completed during the next 1.5 years (period of completion of the works for which bids are invited). The value of executed works shall be brought to current costing level by enhancing the actual value of work done at simple rate of 10% per annum; (updated to the price level of the last year at the rate of 10 percent a year). The bidder should have completed at least 25% of the contract value of work during implementation of the contract. The bidder should also have proposals for subcontracting components of the Works amounting to more than 10 per cent of the Bid Price. The bidder should have executed similar works for a value as indicated in the Appendix in any one year. Key personnel requirements include: 1. Project Manager: B.E. Civil + 10 years Exp. (1 No.) 2. Site Engineer: B.E. Civil + 3 years Exp. (4 No.) 3. Plant Engineer: B.E. Mech. + 3 years Exp. Or Dip. Mech. + 7 years Exp. (2 No.) 4. Quantity Surveyor: B.E. Civil + 7 years Exp. Or Dip. Civil + 10 years Exp. (2 No.) 5. Soil & Material Engineer: B.E. Civil + 7 years Exp. Or Dip. Civil + 10 years Exp. (2 No.) 6. Survey Engineer: B.E. Civil + 5 years Exp. Or Dip. Civil + 8 years Exp. (2 No.). Technical personnel requirements for field testing laboratory include: A. Diploma holder in Civil Engineering: Minimum 5 years of Experience in Testing and Quality control in Road Work. (1 No.) B. Lab Assistant/Technical (ITI/B.Sc): Minimum 2 years of Experience in maintenance of plant & machinery. (1 No.). The required prior work experience for the bidder includes: - Total monetary value of construction work performed for each of the last five years - Minimum amount of similar water supply/sanitary engineering works executed in any one year - Minimum quantities of cement concrete and earthwork executed in any one year - Average annual turnover and experience - Access to or availability of credit facilities (minimum 10% of estimated cost) - Completion of at least 25% of the contract value of work during implementation of the contract - Proposals for subcontracting components of the Works amounting to more than 10 per cent of the Bid Price The values and percentages mentioned include: - 10% of estimated cost for access to or availability of credit facilities - 25% of the contract value of work during implementation of the contract - 10 per cent of the Bid Price for subcontracting components of the Works - 80% of the expected peak rate of construction - 10% per annum for updating the value of executed works to the current price level.
