The required prior work experience for the bidder includes successfully completing or substantially completing any one of the following categories of work(s) during the last 07 (seven) years: - Three similar works, each costing not less than 30% of the advertised value of the tender, - Two similar works, each costing not less than 40% of the advertised value of the tender, - One similar work, costing not less than 60% of the advertised value of the tender. The similar nature of work is defined as 'Supply of machine crushed stone ballast for any Railway / Road Works.' For subcontractors, successfully completing at least one work similar to the work proposed for subcontract, costing not less than 35% of the value of the work to be subletted, in the last 5 years, is required. However, no previous work experience is required for subcontractors for subletting work costing up to Rs 50 lakh. Each non-lead member of a joint venture (JV) should have technical capacity of a minimum of one-fourth of the cost of any component of work mentioned in the technical eligibility criteria. They should have satisfactorily completed or substantially completed, during the last seven years, one similar work for a minimum of one-fourth of the cost of any component of work mentioned in the technical eligibility criteria. The value of a completed work done by a member in an earlier JV shall be reckoned only to the extent of the concerned member's share in that JV for the purpose of satisfying their compliance to the technical eligibility criteria. The overall cost, including the PVC amount (if paid), of that completed work or substantially completed work, shall be considered for fulfillment of credentials. In case of completed work, the value of the final bill (gross amount) including the PVC amount (if paid) shall be considered as the completion cost of work. For a newly formed partnership firm, the credentials of individual partners from previous propriety firm(s) or dissolved previous partnership firm(s) or split previous partnership firm(s) shall be considered only to the extent of their share in the previous entity on the date of dissolution/split and their share in the newly formed partnership firm. The available bid capacity shall be calculated based on the maximum value of construction works executed and payment received in any one of the previous three financial years or the current financial year, and existing commitments and balance amount of ongoing works with the tenderer. In case a bidder has successfully completed a work as a subcontractor, and the work experience certificate has been issued for such work to the subcontractor by a Government Organization or public listed company, the same shall be considered for the purpose of fulfillment of credentials. The value of a completed work/work in progress/work awarded but yet not started for a member in an earlier JV shall be reckoned only to the extent of the concerned member's share in that JV for the purpose of satisfying his/her compliance to the above-mentioned bid capacity in the tender under consideration. The bidder's average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. The required prior work experience for the bidder is related to the completion of similar works. The value of completed work, including the PVC amount (if paid), shall be considered for fulfillment of credentials. The percentages of similar works completed are: - 30% for three similar works, - 40% for two similar works, - 60% for one similar work, - 35% for subcontractors for the value of the work to be subletted. The amount for subcontractors for subletting work is up to Rs 50 lakh.
