The required prior work experience for the bidder includes successfully completing or substantially completing similar works during the last five years, specifically in the construction of roads in urban areas, including carriageway, footpaths, streetlights, and underground utilities. The bidder must have completed at least one work with a value of not less than 80% of the estimated project cost, or at least two works with a value of not less than 50% of the estimated project cost, or at least three works with a value of not less than 40% of the estimated project cost. For specific works, the bidder should have: - Carriageway works with a minimum length equal to 50% of the total length of the package, with a value of 30. - Footpath works with a minimum length equal to 50% of the total length of the package, with a value of 10. - Street lighting works with a minimum length equal to 50% of the total length of the package, with a value of 10. - Roadside landscapes works with a minimum length equal to 50% of the total length of the package, with a value of 5. - Underground utilities works, including gas, power, sewer, water supply, storm water, and telecom works, with a minimum length equal to 50% of the total length of the package, and values of 15 for Power Line (HT/LT), 10 for Storm water, 5 for Sewer, 5 for Water Supply, 5 for Telecom (OFC), and 5 for Gas. The bidder should also have a total experience value of 100. If the work experience is of lesser length than mentioned, the marks will be awarded on a pro-rata basis. The value of work executed shall be brought to the current costing level by enhancing the actual value of work at a simple rate of seven percent per annum, calculated from the date of completion to the date of bid opening. Substantially completed works mean those works which are at least 90% completed as on the date of submission, i.e., gross value of work done up to the last date of submission is 90% (value wise) or more of the original contract price. The bidder should have acquired experience of execution of all major items of works under the proposed contract. In case a project has been executed by a joint venture, weightage towards experience of the project would be given to each joint venture in proportion to their participation in the joint venture. The bidder should demonstrate that he has access to, or has available, liquid assets (aggregate of working capital, cash in hand and uncommitted bank guarantees) and/or credit facilities of not less than 10% of the value of the contract/contracts applied for. The bidder should have a minimum cash investment of up to 25% of the contract value of the work during implementation and should submit a report on their financial standing, including profit and loss statements, balance sheets, ITR, and auditor's reports for the past three years of the last five years. The bidder should also have access to a line of credit and availability of other financial resources, certified by the banker, with a solvency amount of at least 40% of the estimated cost of the project. The available bid capacity is calculated as (A*N* M-B), where A is the maximum value of works executed in any one year during the last five years, N is the number of years prescribed for completion of the works, M is 2.5, and B is the value at current price level of the existing commitments and ongoing works to be completed during the next 1.25 year.
