The required prior work experience for the bidder includes having experience in construction works of a similar nature and volume over the last five years. The bidder should have successfully completed or substantially completed similar works during the last five years, with the similar work experience defined as experience in substantial completion of construction of roads in urban areas, including carriageway, footpaths, streetlights, and underground utilities. The value and percentage of similar works completed are specified as follows: - At least one work - not less than 80% of the estimated project cost. - At least two works - not less than 50% of the estimated project cost. - At least three works - not less than 40% of the estimated project cost. The substantially completed works should be at least 90% completed, with the gross value of work done up to the last date of submission being 90% or more of the original contract price. The bidder should provide information on the total annual volume of civil engineering construction work executed and payments received in the last five years, with values provided in Rs. lakhs for each financial year. The value of similar works is required to be mentioned in Rs. crore. The bidder should also demonstrate availability of key equipment, suitably qualified personnel, and access to liquid assets or credit facilities of not less than 10% of the value of the contract. The audited balance sheets for the last five years should be submitted, demonstrating the soundness of the bidder's financial position. The bidder's prior work experience is assessed based on the maximum value of works executed in any one year during the last five years, updated to the current price level at a rate of 7 percent per year. The available bid capacity is calculated using a formula that takes into account the maximum value of works executed, the number of years prescribed for completion of the works, and the value of existing commitments and ongoing works. The bidder should have experience in at least three similar works, with a total value of not less than 40% of the estimated project cost. Alternatively, the bidder can have experience in road projects of similar value in any area, plus other projects that include footpaths, streetlights, and underground utilities, to fetch 80 marks as per the technical evaluation sheet. The value of similar work executed shall be brought to the current costing level by enhancing the actual value of work at a simple rate of 7% per annum. The bidder must obtain 80 marks out of 100 for qualification, with a minimum of 15 marks for underground utilities works pertaining to power lines. The bidder should have completed similar works for Central/State Government departments, Central/State Autonomous Bodies, or Central/State Public Sector, with a completion certificate signed by an Executive Engineer or equivalent. The bidder can have executed the works as a prime contractor, joint venture, or approved sub-contractor, with a minimum experience of 40% of the estimated project cost in case of three similar works, 50% in case of two similar works, and 80% in case of one similar work. The bidder should provide details of their work experience, including the description of work, quantity, unit, executed length, and amount, in a specific format that includes 17 types of work, such as WMM/Stabilized WMM in carriage way, Asphalt/Bituminous surface Work in carriage way, and Laying of underground distribution power line of 33/11 KV HT line. The bidder should also provide the total amount and remarks for the work experience. The Joint Venture must collectively satisfy the criteria, and the relevant figures for each of the partners shall be added together to arrive at the Joint Venture total capacity, which shall be 100% or more. The minimum equity of the lead partner should not be less than 50%, and other partners should not be less than 25%. The available bid capacity of the JV as required under Clause 4.7 should be applied for each partner to the extent of their proposed participation in the execution of the work, and the total bid capacity available should be more than the estimated contract value.
