The required prior work experience for the bidder includes Substantially Completed Work, Technical Capacity, and Eligible Experience in various categories. Eligible Experience is categorized into: - Category 1: Project experience on Eligible Projects in Railways sector, with a weight of 1. - Category 2: Project experience on Eligible Projects in core sector, with a weight of 0.50. - Category 3: Construction experience on Eligible Projects in Railways sector, with a weight of 1. - Category 4: Construction experience on Eligible Projects in core sector, with a weight of 0.50. The bidder should have received payments for not less than 75% of the value of the present Contract Value payment. The amount of payment received for eligible projects or amount of payments received against PPP project shall be considered for the last 5 previous financial Years and the current financial year up to the base month. For determining the winner in case of a tie in Bid Price, the tender may be awarded to a tenderer having more value of similar work during the last 5 previous financial years and the current financial year. However, no specific percentage or amount is mentioned for similar works completed, except that the bidder should have received cumulative payments from its client(s) for construction works executed, and the amounts actually received shall qualify for purposes of computing the Technical Capacity. The bidder shall have a minimum Net Worth of 5% of the estimated project cost at the close of the preceding Financial Year. Technical capacity in respect of an Eligible Project situated in a developed country which is a member of OECD shall be further multiplied by a factor of 0.5.
