The bidder should have executed civil works during the last five financial years from 2020-21 to 2024-25, with satisfactory completion of similar works, i.e., road works, as a prime contractor. The bidder should have satisfactory completed, as prime contractor, similar nature of Road works of value not less than a certain amount in any one financial year during last five financial years, but the exact value is not specified. The bidder's prior work experience is considered based on the maximum value of civil engineering works executed in its name in any one financial year during the last five financial years. The cost of completed works of previous years shall be given weightage of 10% per year to bring them to the current price level. The bidder should have experience in similar works, but specific values and percentages are not mentioned, except for the 15% and 5% excess. For tenders which are less by more than 15% of the estimated Contract Value of work, the difference between the tendered amount and 85% of the estimated contract value shall be paid by the successful Bidder as an additional security. Bidders quoted above the estimated contract value shall be rejected, and in case of non-responsive bids, tenders up to 5% excess over the estimated contract value will be considered in subsequent calls. For bidders up to 15% less than the estimated contract value of work, no additional security deposit is required. The available bid capacity will be calculated as under: Available Bid Capacity = 2AN - B, where A is the maximum value of civil engineering works executed, N is the number of years prescribed for completion of the work, and B is the updated value of all existing commitments. Sub-contractor’s experience will be taken into account if it is as per GO Ms No.94, I & CAD dt.01.07.2003, and experience gained in a registered JV firm will be considered if the bidder is the lead partner. The bidder is required to have prior work experience in civil engineering works, specifically, the bidder should have executed civil engineering works in each year during the last five financial years. The bidder should also possess key/critical equipment, either owned or leased, and have key technical personnel, including 2 graduate engineers and 1 diploma holder, all with adequate experience. The bidder should have liquid assets and/or credit facilities of not less than Rs. 185.95 lakhs, and the bidder's bid capacity computed by the formula (2 AN –B) shall be greater than the ECV, which is Rs. 46,841,069.00.
