The scope of work includes the following detailed item wise as follows: 33/11KV switch Yard: The following Equipments are installed in Distribution substations: 1. Power Transformers 2. Distribution Transformers 3. Station Transformers 4.Circuit Breakers(VCBs) 5.Protective Relays 6. Metering Equipments 7. Lightening Arrestors 8. AB switches/Isolators 9. Insulators 10. Bus bars 11. Capacitor banks 12. Distribution Panel 13. Earthing 14. Fencing 15. Battery and Battery chargers 16. Yard lighting 17. 33KV CTs 18. 33KV PTs 19. 11KV CTs 20. 11KV PTs 21.33/11KV Control and Relay panels Periodical Maintenance :Should be followed invariably hourly, daily, weekly, monthly, quarterly, half yearly maintenance in the SS as per maintenance formats. Pre Monsonn and Post Monsoon checks and Maintenance: (i)Check oil level in the Main Conservator tank. (ii)Check oil level in breather between lower and upper marking at glass. (iii)Check condition of silicagel(change if required). (iv)Check oil level in the OLTC conservator tank. (v)Observe air in the Main Conservator oil(if oil level in oil sight glass is not full, air is present). (vi)Check auto starting of cooler oil pumps and fans in local/remote/auto modes. (vii)Cleaning of marshalling box/control cubicle & tightening of connections therein. (viii)Check Nitrogen Pressure in case of transformers provided with fire protection system. ix)Check insulation resistance of transformer. x)Test transformer oil for dielectric strength, sludge etc. If necessary, filtration of oil shall be carried out before monsoon. xi)Oil shall be tested for dielectric strength after monsoon. (xii)Check bushings for cracks & clean dirt deposit. (xiii)To check oil level in the bushings. (xiv)Record the counter reading of OLTC. (xv)Check the OLTC driving mechanism for any loosening of nuts & bolts etc. Half-Yearly Maintenance : (i)Electrical checking/testing of P.R.D., Buchholz Relay and OLTC Surge Relay. (ii)Measure the Insulation Resistance(IR) of the windings with the help of a 5KV Megger. (The winding temperature at the time of measurement of IR is also to be mentioned). (iii)Tightening of nuts & bolts of clamps, fixtures, jumpers etc. (iv)Perform BDV and DGA tests of the oil of the main tank(Two sample ? Top & Bottom). The samples should be taken during clear weather. (v)Check and adjust(if required) temperature settings for the operation of cooling fans and oil pumps. (vi)Maintenance of OLTC driving mechanism, i.e., motor, shaft, gear, coupling etc. vii).Check dielectric strength of transformer oil in CT/PT and filter or change oil if necessary. viii).Check contact faces of AB switch and DO/HG fuse; apply petroleum jelly or grease to moving components of AB switch. Annual Inspections and Maintenance : (i)External cleaning of Radiators. (ii)Check oil in the temperature pockets and calibrate the WTI & OTI meters. (iii)Measure Earth Resistance of neutral(it should be less than one ohm). (iv)Test Buchholz relay by draining oil from it & the PRD for its healthiness by operating of its plunger. (v)Perform mock drill operation of fire protection system. vi).Measure resistance of earth pit. Resistance shall not exceed 1 ohm. vii).Check bus bar connections, clean contact faces, change rusted nut bolts. viii).Calibrate the protection relay for functioning. ix).Check relay setting and correct if necessary. x).Ensure that sub-station area is not water-logged. If required necessary earth fillings with metal spreading at top shall be carried out once in a year. xi).Check drainage arrangement to prevent water logging in substation area and cable trenches. xii).Test transformer oil for acidity test. Special Maintenance : (i) Replace the oil of the diverter compartment, irrespective of its condition, with fresh and filtered oil. (ii) Measure Capacitance And Tan Delta of the Bushings of Transfermer. iii)Painting of transformer tank and steel structure of sub-station equipments shall be carried out after every two years. iv)The core of transformer and winding shall be checked after 5 years for transformer upto 3000 kVA and after 7?10 years for transformers of higher capacity. Should be followed invariably hourly, daily, weekly, monthly, quarterly, half yearly maintenance in the SS as per maintenance formats. (v)Clean and check the diverter contacts for any wear and tear. Replace the worn out contacts A.Current Transformer(CT) : 1.During planned shutdown of the 33/11KV Switch yard the maintenance of the associated C.Ts. such as cleaning of bushing & gauge glass, attending oil leakage if any, Tightening of nut and bolts of Clamps & Connectors of primary side, tightness of Tan Delta terminal, replacement of damaged parts if any including of gasket joints, oil filling if required, measuring of IR value for both Primary& Secondary, tightening of secondary connectors, tightening of jumpers / structures and earth connectors, Providing assistance during testing of CT by Tan Delta measuring instruments, primary injection to test the CT healthiness if necessary, changing of connector / hardware, fabrication and replacement / maintenance of CTJB and it?s cover along with replacement. B. D.C. BATTERY: 1.Maintenance schedule as under shall be applicable for D.C. Batteries. 2. Daily Check voltage and specific gravity of the batteries and battery supply for the tripping circuit. 3. Monthly : Check the battery charging & fuses and clean contact faces. 4. Monthly : Apply petroleum jelly or grease to battery terminals. 5.Quarterly : Check to ensure that battery is not overcharged/under charged. 6.Yearly : Check rectifier, diode, rheostat motor thoroughly. Trouble Shoots and their Remedies are discussed in detailed in O&M Manual. C. Isolators & Earthing Switch :Cleaning in all respect, check the tightness of nut and bolts, alignment checking, adjustment of the tie rod, lubrication of moving parts and operating mechanism, changing of the bearings, visual checking /cleaning of auxiliary contacts, cleaning and greasing of Male / Female Jaw contact and also changing of the same if required, checking of manual and electrical operation ( Both in Individual/ Master mode from local and remote), checking of indication ckt, checking of interlocks, tightening of nuts and bolts of the structures and earth connection, tightening of internal wiring connection in the marshalling boxes, maintenance of cover of control kiosk box of isolators if necessary, checking healthiness of gaskets else replace, changing of connectors / hardware,main contact resistance measurement and meggaring of motor winding and control ckt., Providing assistance during testing of isolators, inspection of support insulators for any crack and attending all sort of incidental trouble to put the isolator/Earth switch Checking and alignment of earthing blades, cleaning of contacts, operation checking. Providing assistance during all sorts of electrical/electromechanical fault finding and necessary rectification/replacement of Male/Female Jaw contact, Auxiliary Cam Switch assembly, Motor and other accessories in33/11KV Isolators & Earth Switch including necessary interconnection, socketing, cleaning, refitting as per direction of Site ?in Charge. D. Circuit Breakers :Cleaning in all respect, tightening of looseness of all connections in control u-, control cubicle, checking of IR value of power and control cables , tightening of all nuts and bolts including structures and earth connection, tightening of cable connection, tightening of associated Clamps/ connectors, checking of IR value across fixed and moving contact in both open and close condition, checking of Interlock logic, maintenance / Checking of indication ckt, adjustment / changing of Aux. Contact and necessary ckt., and panel in all respect, checking of breaker operation ( local / remote ), functional checking of trip circuit, Providing assistance during time testing for closing and opening and checking. E. Lightening Arrestor(LA):Complete checking & cleaning of arrestor housing insulator, tightening of nuts and bolts of structures/clamp / jumpers and earth flat, testing of surge counters, records of leakage current under rated voltage, Check the resistance of ground connection/ earthing and IR value of each stack of LA, soil resistivity measurement in periodic manner along with the logging. F. FIRST AID FOR ELECTRIC SHOCK: The agency has to follow safety rules with Standard printed instructions for first aid against electric shock shall be framed and displayed at prominently visible and accessible location. In most of the cases the electric shock due to accidents is momentary and the contact with the live wire is imperfect. In such cases breathing stops momentarily, but due to the shock, the victim becomes unconscious, and heart beats become weak. The most urgent and immediate care for the victim is that he should be given immediate artificial respiration the manner detailed below, and artificial respiration should be continued till the victims starts breathing normally. It should be borne in mind if the artificial respiration is stopped just after the victims recovers, he is liable to become unconscious again. In some cases the artificial respiration need to be continued for 6 to 8 minutes. G. Miscellaneous jobs- (a) Painting & Marking: Proper Identification of all the equipments (to be displayed in black colour letters over yellow background), phase marking and minor touch up/tit-bit painting work of switch yard equipment. Contractor shall provide paint, primer, thinner and all other consumables and T&P required for the job. (b) Replacement / jointing of power supply cables / control cables: Laying, fixing & termination of power supply cables / control cables etc. from control room to the respective equipment to be carried out by the contractor, straight through jointing of control cable (2/3/5/7C upto 19C×1.5/2.5mm²size), paired feedback cable (10/12/16/19/24C×1.5/2.5mm²), Power cable of 2/3/3.5/4C upto 35mm² size, Jointing of FO cable is also in the scope of contractor. However, jointing kit will be provided by -D. (c) Providing assistance during checking of all control circuitry & interlock protections and replacement of Relays/Energy Meter etc. including necessary disconnection/identification/reconnection at area under the scope of Rate Contract and as per direction of Site ?in Charge. (d) Breakdown maintenance of overhead electrical line caused by storm, tree falling, etc. H.Duties of Sub Station staff: Daily observations and Maintenance: Check and note the Power supply with Voltage levels 220kv/33kv/11kv/440volts and feeder load current in the incoming and outgoing feeder points. Check and note the power factor reading shall be more than 0.989 at incoming and out going feeder points. To record and intimation of power supply interruptions to the concerned incharge Engineer and TSTRANSCO/TSSPDCL/TSNPDCL. Check winding temperature and oil temperature in transformer and record. (For large transformers above 1000 kV, the temperature should be recorded hourly). Check leakages through CT/PT unit, transformer tank and HT/LT bushings. Check colour of transformers silica gel. If silica gel of colour changes to pink colour, Replace the same by spare silica gel and reactivate removed silica gel for reuse. Check voltage and specific gravity of the batteries and battery supply for the tripping circuit. To replace the blown off H.G Fuse and to restore the power supply. To operate the A.B. Switch as and when required. To maintain the substation yard clean and to pour water to the earth pits to improve the earth conductivity. To maintain safety procedures as per CEIG Norms and IE rules. To maintain Log book as per standard operating procedure for sub stations. SAFETY INSTRUCTIONS : PURPOSE.Before any work / testing is carried out in or adjacent to a charged substation area, the work or test area is to be clearly demarcated SCOPE.:This Safety Instructions sets down the procedures to be adopted for the demarcation of work / test areas in substations. EQUIPMENT IDENTIFICATION.:Equipment on which work or test is to be carried out must be readily identifiable. Where necessary, a means of identification must be fixed to it. This will remain effective throughout the course of the work. DANGERS:The main Dangers to personnel working in substations are electric shock, burns or falls arising from: i. The possibility of mistaking Equipment on which it is unsafe to work for that on which it is safe to work. ii. Inadvertently infringing Safety Clearance. iii. Taking inadequate precautions to suppress or safely discharge any induced or other impressed voltages on the Equipment. iv. Insecure hand and footholds. v. Failure to make proper use of personal protective equipments. vi. Sudden rush of flying insects, viz., Bees, flying ants, etc. WORK / TESTING. i. When work or testing is to be carried out on or near to Equipment in a substation, the area demarcation is to be determined by the Maintenance Engineer / Testing Engineer to the satisfaction of the Shift - In - Charge. ii. Work / testing in a substation must be carried out under the supervision of a Maintenance Engineer / Testing Engineer. DANGER NOTICES. i. Danger Notices must be placed to inform personnel that adjacent Equipment is not included in the specified work area. The notices must be attached to or fixed adjacent to adjoining Equipment in sufficient numbers to be visible from the work area at all times. ii. Danger Notices must only be fixed or moved by maintenance personnel under the supervision of Maintenance Engineer / Testing Engineer and Shift - In - Charge. Log Sheet: The Agency has to maintain standard Log sheet as per TSSPDCl/TSNPDCL Norms. 1. The scope of works includes Providing Round the clock manning at 33/11KV Substations and attending day to day maintenance including repairs and replacement of warn out parts in the 33/11KV substations including HT/LT overhead lines after CTPT .The scope of work also includes periodical painting to Structure,Fencing and poles. 2.The scope of work includes attending day to day fuse of calls including periodical maintenance of related (Annexed) 11KV substations with switchgear and Distribustion Transformers including HT/LT overhead lines after CTPT .The scope of work also includes periodical painting to Structure,Fencing and poles. 3. The scope of work includes Restoration of power supply during failure of Power Transformers/Distribution Transformers/Substation switchgear duly attending immediate repairs with providing Stand by Power Transformers/Distribution Transformers/Substation switchgear .4.The scope of work includes Restoration of power supply during failure of Cable Terminations at the Distribution Transformers/Substation switchgear duly attending immediate repairs with providing Cable Termination kits of required capacity . 5.The scope of work includes attending Rectifications to defects pointed out by CEIG authorities during their periodical inspections and to obtain compliance certificate time to time.Any other maintenance work not mentioned specifically but necessary for satisfactory operation of S/Y, transformer yard etc. including all necessary assistance for testing etc. shall be within the scope of the contract.List of substations covered under the scope of work:33/11KV substation with PTRs/DTRs, structure and switchgear at LMD HW,11KV substation with Distribution Transformers, structure and switchgear at Rudravaram, Dammannapet and Mucherla

(d) Breakdown maintenance of overhead electrical line caused by storm, tree falling, etc. H.Duties of Sub Station staff: Daily observations and Maintenance: Check and note the Power supply with Voltage levels 220kv/33kv/11kv/440volts and feeder load current in the incoming and outgoing feeder points. Check and note the power factor reading shall be more than 0.989 at incoming and out going feeder points. To record and intimation of power supply interruptions to the concerned incharge Engineer and TSTRANSCO/TSSPDCL/TSNPDCL. Check winding temperature and oil temperature in transformer and record. (For large transformers above 1000 kV, the temperature should be recorded hourly). Check leakages through CT/PT unit, transformer tank and HT/LT bushings. Check colour of transformers silica gel. If silica gel of colour changes to pink colour, Replace the same by spare silica gel and reactivate removed silica gel for reuse. Check voltage and specific gravity of the batteries and battery supply for the tripping circuit. To replace the blown off H.G Fuse and to restore the power supply. To operate the A.B. Switch as and when required. To maintain the substation yard clean and to pour water to the earth pits to improve the earth conductivity. To maintain safety procedures as per CEIG Norms and IE rules. To maintain Log book as per standard operating procedure for sub stations. SAFETY INSTRUCTIONS : PURPOSE.Before any work / testing is carried out in or adjacent to a charged substation area, the work or test area is to be clearly demarcated SCOPE.:This Safety Instructions sets down the procedures to be adopted for the demarcation of work / test areas in substations. EQUIPMENT IDENTIFICATION.:Equipment on which work or test is to be carried out must be readily identifiable. Where necessary, a means of identification must be fixed to it. This will remain effective throughout the course of the work. DANGERS:The main Dangers to personnel working in substations are electric shock, burns or falls arising from: i. The possibility of mistaking Equipment on which it is unsafe to work for that on which it is safe to work. ii. Inadvertently infringing Safety Clearance. iii. Taking inadequate precautions to suppress or safely discharge any induced or other impressed voltages on the Equipment. iv. Insecure hand and footholds. v. Failure to make proper use of personal protective equipments. vi. Sudden rush of flying insects, viz., Bees, flying ants, etc. WORK / TESTING. i. When work or testing is to be carried out on or near to Equipment in a substation, the area demarcation is to be determined by the Maintenance Engineer / Testing Engineer to the satisfaction of the Shift - In - Charge. ii. Work / testing in a substation must be carried out under the supervision of a Maintenance Engineer / Testing Engineer. DANGER NOTICES. i. Danger Notices must be placed to inform personnel that adjacent Equipment is not included in the specified work area. The notices must be attached to or fixed adjacent to adjoining Equipment in sufficient numbers to be visible from the work area at all times. ii. Danger Notices must only be fixed or moved by maintenance personnel under the supervision of Maintenance Engineer / Testing Engineer and Shift - In - Charge. Log Sheet: The Agency has to maintain standard Log sheet as per TSSPDCl/TSNPDCL Norms.1. The scope of works includes Providing Round the clock manning at 33/11KV Substations and attending day to day maintenance including repairs and replacement of warn out parts in the 33/11KV substations including HT/LT overhead lines after CTPT .The scope of work also includes periodical painting to Structure,Fencing and poles. 2.The scope of work includes attending day to day fuse of calls including periodical maintenance of related (Annexed) 11KV substations with switchgear and Distribustion Transformers including HT/LT overhead lines after CTPT .The scope of work also includes periodical painting to Structure,Fencing and poles. 3. The scope of work includes Restoration of power supply during failure of Power Transformers/Distribution Transformers/Substation switchgear duly attending immediate repairs with providing Stand by Power Transformers/Distribution Transformers/Substation switchgear .4.The scope of work includes Restoration of power supply during failure of Cable Terminations at the Distribution Transformers/Substation switchgear duly attending immediate repairs with providing Cable Termination kits of required capacity . 5.The scope of work includes attending Rectifications to defects pointed out by CEIG authorities during their periodical inspections and to obtain compliance certificate time to time.Any other maintenance work not mentioned specifically but necessary for satisfactory operation of S/Y, transformer yard etc. including all necessary assistance for testing etc. shall be within the scope of the contract.List of substations covered under the scope of work:33/11KV substation with PTRs/DTRs, structure and switchgear at LMD HW,11KV substation with Distribution Transformers, structure and switchgear at :120MLD WTP Agraharam, Kancharla, Kollamaddi WTP & Intakewell & Kondagattu
