Under the technical capacity header, important information related to prior work experience includes: - The Bidder should have received payments from its client(s) for construction works executed, fully or partially, or work executed and certified by the Engineer-in-charge/Independent Engineer/Authority’s Engineer during the 5 (five) financial years immediately preceding the Bid Due Date. - Only the amounts (gross) actually received/work executed, during such 5 (five) financial years shall qualify for purposes of computing the Experience Score. - Receipts of or work executed amount less than 5% of the Estimated Project Cost, i.e., Rs. 14.10 lakhs, shall not be reckoned as receipts for Eligible Projects. - The cost of land and also cost towards pre-construction activities (like shifting of utilities etc.) shall not be included. - Double counting for a particular Eligible Project shall not be permitted in any form. - Experience for any activity relating to an Eligible Project shall not be claimed by two or more Members of the Joint Venture. - The Bidder shall quote experience in respect of a particular Eligible Project under any one category only. - For requirement of 2.2.2.2 (ii)& (iii), two similar completed FOB works not less than or equals to 25% each of cost or one similar completed work length not less than equals to 35% of cost of the FOB project Estimated Project Cost should have been completed. - The Technical capacity in respect of an Eligible Project situated in a developed country which is a member of OECD shall be further multiplied by a factor of 0.5 (zero point five). - In case of projects executed by applicant under category 3 and 4 as a member of Joint Venture, the project cost should be restricted to the share of the applicant in the joint venture for determining eligibility. - In case Statutory Auditor certifies that, the work of other member(s) is also executed by the applicant, then the total project cost can be considered. - Each member of the Joint Venture is required to hold a minimum of 26% (twenty six percent) in the JV. For demonstrating technical capacity and experience, the Bidder shall have received payments for construction of Eligible Project(s) over the past 7 financial years, with a sum total of more than Rs 3.48 Crores. The Bidder should have completed at least one similar project, with a span equal to or greater than 80% of the longest span or 100m, and 40% of the length of the structure proposed, with a cost of at least two similar completed works of Rs 1.16 Crores each or one similar completed work of Rs 1.62 Crores. The project is considered completed if more than 90% of the value of work has been completed. The Threshold Technical Capacity is Rs 3.48 Crores. The bidder needs to provide details of only those projects that have been undertaken by the Applicant, or its Lead member including members in case of joint venture, under its own name separately and/or by a project company eligible under Clause 2.2.2.6(i)(b). - In case of Categories 1 and 2, include only those projects which have an estimated capital cost exceeding the amount specified in Clause 2.2.2.6(i)(c) and for Categories 3 and 4, include only those projects where the payments received exceed the amount specified in Clause 2.2.2.6(ii). - The Experience Score of an Eligible Project should not include the cost of maintenance and repair, operation of Highways and land. - For conversion of US Dollars to Rupees, the rate of conversion shall be Rupees 14 to a US Dollar, or as per the daily representative exchange rates published by the Reserve Bank of India for the relevant date. - In the case of an Eligible Project situated in an OECD country, the Experience Score so arrived at shall be further multiplied by 0.5. - The bidder should provide information about the type of road, whether it is NH/SH/MDR/ODR for the projects shown under eligible projects, and if it is MDR, mention the scheme under which the work was executed. - The bidder should also provide experience certificates issued by Government Authority in support of completion of one similar work and furnish the Authority approval letters for any sub-contracts received. - Each member of the Joint Venture should have 20 percent or more of the Threshold Technical Capacity. The values and percentages mentioned are: - 20 percent: the minimum percentage of Threshold Technical Capacity each member of the Joint Venture should have. - 0.5: the multiplier for Experience Score of an Eligible Project situated in an OECD country. - 14: the conversion rate of USD to Rupees, or as per the daily representative exchange rates published by the Reserve Bank of India for the relevant date. The Bidder must provide a certificate from its statutory auditor or client stating the paymentsSimilar work or eligible projects mentioned include: 1. Construction of Foot over Bridge at Km 24+570 of Nakrekal-Nagarjunasagar section of NH-565 2. Projects in Categories 1 and 2, such as: - Construction of railway tracks - Metro rail - Ports (including construction/re-construction cost of Jetties, any other linear infrastructure including bridges) - Construction of roads (NH/SH/MDR/ODR) - Construction of bridges or culverts - Performance-Based Maintenance Contracting work (PBMC) - O&M work - Short Term Maintenance Contract (STMC) 3. Projects in Categories 3 and 4, such as: - Construction of power sector projects - Commercial setups (SEZs etc.) - Airports - Industrial parks/estates - Logistic parks - Pipelines - Irrigation - Water supply - Sewerage - Stadium - Hospitals - Hotel - Smart city - Warehouses/Silos - Oil and gas - Real estate development Values like amount and percentage mentioned include: - Two similar completed works with a length not less than or equal to 25% each of the cost of the Major Bridges/ROB/Flyovers or FOB project. - One similar completed work with a length not less than or equal to 35% of the cost of the Major Bridges/ROB/Flyovers or FOB project. - A project shall be considered completed if more than 90% of the value of work has been completed and such completed value of work is equal to or more than the above-mentioned criteria. - The Threshold Technical Capacity is more than Rs 3.48 Crores. - Estimated Project Cost <= 100 Crore: 0.75 times of EPC. - Estimated Project Cost > 100 Crore & <= 500 Crore: 1.0 time of EPC. - Estimated Project Cost > 500 Crore & <= 1000 Crore: 1.0 time of EPC. - Estimated Project Cost > 1000 Crore: 1.0 time of the estimated project cost or Rs. 1000 Crore, whichever is less. - Receipts of or work executed amount less than 5% of the Estimated Project Cost, i.e., Rs. 14.10 lakhs, shall not be reckoned as receipts for Eligible Projects.
