The bidder is required to have prior work experience in civil engineering works, with specific details as follows: - The bidder should have executed civil engineering works in the last 10 financial years. - The bidder should have completed similar works with a physical contract value of not less than 90% completion. - The value of similar works completed should be supported by certificates and should show the work-wise and year-wise value of work done, along with the date of completion. - The bidder should have executed a certain amount of physical quantities of work in the last 10 financial years, with certificates issued by the Executive Engineer and countersigned by the Superintending Engineer or equivalent rank officer. The specific values and percentages mentioned are: - 90% of physical contract value for similar works completed - Rs. 447.27 Lakhs as the value of similar works such as Earth work/ Cement Concrete/ Steel works, which is usually 50% of Estimate contract value of the work - The bidder should have satisfactorily completed similar works in any one financial year during the last ten financial years, with a completion percentage of not less than 90% of physical contract value. Additionally, the bidder's experience is given a weightage of 10% per year to bring them to the current price level. The bidder should also have an annual turnover based on Civil Engineering works executed, updated by giving a weightage of 10% per year to bring them to the current price level. For joint venture works, the experience gained to the extent of the bidder's share shall be taken into account in determining the bidder's compliance with the qualification criteria. Sub-contractor’s experience in their name will be taken into account if it is as per Clause 15 of GO Ms No.94, dated 1.7.2003, duly certified by the EE and countersigned by SE. The total value of works to be awarded on sub-letting shall not exceed 45% of the contract value. No qualification criteria shall be considered for sub-letting the works up to Rs 50 Crores for local entrepreneurs verified with Adhar Card. However, considering the annual turnover based on the certificate issued by a chartered accountant as well as the income tax returns filed in the corresponding year and based on the valid registration in the class and categories mentioned in the NIT, works up to Rs 50 crores would be permitted to be sub-letted.
