Minimum wages shall be paid to the labourers as per the prevailing labour regulations.Presently the minimum wage for un-skilled labourer is Rs.783.00/Head /day+ PF12%+ESI 3.25%+EDLI Admin charges 1%, the wage of semi-sklled labourer is Rs.868.00/Head /day+ PF12%+ESI 3.25%+EDLI Admin charges 1% & the wage of Skilled supervisor is Rs.954.00/Head /day+ PF12%+ESI 3.25%+EDLI Admin charges 1% .The prevailing minimum wage may be subject to revision by Govt. of Telangana / Govt. of India and the same shall be notified by HAL from time to time.Any increase/decrease in wages shall be reimbursed/deducted by HAL in running bill during the currency of the contract. However no other claim whatsoever shall be entertained on account of the revision of wages if any.
It may also be noted that PF 12% and EDLI & PF admin charges 1% will be paid only up to a ceiling of Rs.15,000.00 of gross monthly wage earned by the labourer.Payment shall not be made against PF+Admin charges(13%) for amount of gross monthly wage above the ceiling of Rs. 15,000.00 as fixed by govt. In case of revision of the maximum ceiling amount by appropriate govt.,reimbursement/deduction of PF+EDLI & Admin and ESI charges shall be made to that effect.

Wages perday including CLA and DA to be paid by the contract labour after deducting the employees share of PF 12% and ESI 0.75 % both the employer's and employee's share of PF, ESI & EDLI contributions are to be paid by the contractor to the PF and ESI authorities.The contribution such as ESI, PF etc. paid to the respective authorities shall be made on or before 15th of every month, otherwise interest or penalty charged by the respective authority on such payment shall be borne by the contractor.

The personnel engaged by the contractor are entitled for one day leave with wages for every 20 days of working based on the individual's physical attendance as per the provisions of Telangana Shops & Establishment Act 1988 and rules made thereunder. However, the accumulated casual leave shall be availed during the same calendar year or within the contract period, whichever is earlier. Contractor should ensure that day-to-day works are not affected. No separate claims will be entertained by HAL on this account.Compliance to the statute is the prime responsibility of the contractor and such leave has to be paid and the expenditure will be reimbursed on submission of proofs/challans.

The contractor shall provide two sets of uniform per year per persons engaged, The uniform material shall be of terrycot cloth of Standard Mills (67% polyester + 33% cotton) However, the colour of the cloth to be issued to them shall be approved by EIC . If supplying stitched uniform the cost will be reimbursed by the contractor as per actual invoice/documents submitted the contractor. The uniform shall be issued within two months from the date of issue of acceptance letter for 1st year and for 2nd year within 13th month of commencement of contract failing which penalty of Rs.50/- per set per personnel engaged to a maximum of Rs.1,000/- will be levied for every week delay. The Contractor has to maintain adequate number of staff to complete the man days as per this contract and also arrange a pool of standby staff / supervisor.If the required numbers of workers / supervisors are less than specified number and monthly man-days are not met, as mentioned in the contract, a penalty of Rs.400/- per Man day per shift shall be deducted from the bill(s).
The Contractor, in consultation with the EiC of the work, has to depute his labour for attending the works, as per daily works allocated, which should be complied as per the tender & obtain clearance from EiC of the work. In case if the labour attendance is not as per the requirement, the same shall be communicated in writing during the currency of contract.No penalty shall be imposed if the shortfall is within the 3% of monthly mandays in each month.For shortfall beyond 3%, penalty shall be imposed after excluding the initial 3%.
Penalty amount shall be calculated as above for each month and total Penalty amount per month shall be 10% of monthly bill value or calculated penalty amount whichever is less.

The contractor shall maintain attendance register ,wage register and other statutory registers as per labour laws and receive orders in writing from to time from the EIC.The contractor shall make sure that he or his authorised representative are avilable for receiving and implementing the instructions. The contractor at the time of signing the cotract agreement shall intimate the deparment in writing, the name of his authorised representatives, with power of attorney authorising the representatives to be competent to receive and implement the instructions of the department from time to time , at short notice , whenever required.

The cost of obtaing license i.e. license fee,shall be borne by the contractor.However the bidder shall not generally start work without obtaining valid labour license unless ordered as otherwise due to exisgencies.No payment shall be released without submitting the labour license.
