The required prior work experience for the bidder includes the value of similar works completed, which should meet certain criteria. The similar works should have a value of at least 80%/50%/40% of the estimated cost put to tender. The cost of completed work includes all taxes and levies, escalation, and cost of material supplied by the client on a chargeable basis. The bidder needs to upload details of work executed in an excel sheet, along with documentary proof, such as work orders, completion certificates, and bills. The value of similar works completed is considered for evaluation, with a specific format to be followed for each work experience. The bidder's average annual turnover should be at least 30% of the estimated cost put to tender during the immediate last three consecutive financial years. Additionally, the bidder's prior work experience in a foreign country is required, with details to be provided in Format-6, including the value of work done on completion in foreign currency and in Indian rupee. The value of similar work done in completion, as well as the value of similar work done in completion after escalation, is also required. The bid capacity of the contractor is determined by a formula, which includes the maximum value of works executed in any one year during the last five financial years, and the value of existing commitments and ongoing works. The formula for bid capacity is: Bid Capacity = (A x N x 2) - B, where A is the maximum value of works executed, N is the number of years prescribed for completion of the subject contract, and B is the value of existing commitments and ongoing works. The net worth of the bidder should be at least 10% of the estimated cost put to tender, and the solvency certificate should be for a value not less than at least 40% of the estimated cost put to tender. The line of credit certificate should be for an amount of not less than 40% of the estimated cost put to tender. The credit rating of the bidder for long-term debts should be at least "Investment Grade" as per RBI guidelines, if rated. The profit before tax (PBT) of the bidder should be positive in at least three years during the last five consecutive financial years, or for a minimum of 2 years since its existence if the bidder has been in existence for less than 5 years. The value of work done will be commensurate with the value of the respective TDS amount. The net worth of the company should not have been eroded by more than 30% in the last three audited financial years.
