The formula for bid capacity is: Assessed Available Bid Capacity = (A x N x 2)-B
Where
A is Maximum value of construction works executed in any one year
during the last five years (updated to the current price level) rate of
inflation may be taken as 10% per year which will take into account the
completed as well as works in progress;
B is Value at current price level of the existing commitments and ongoing
works to be completed during the next 8 months (Period of completion
of works for which bids are invited); and
N is Number of years prescribed for completion of the works for which
the bids are invited.
Note that N should be converted to years for the calculation, as 8 months is equivalent to 8/12 or approximately 0.67 years.
Technical Capacity
The required prior work experience for the bidder includes experience as a prime contractor or sub-contractor in similar nature of work, such as highways and airfields. The bidder should have experience in using heavy earthmoving equipment and quality control equipment for road work and bridge work.
The bidder should have a consistent history of completing similar works, with no consistent history of litigation awarded against them or financial failure due to bankruptcy. They should have completed at least one contract with a value of at least 40% of the proposed contract value, which is Rs.241.77 Lakhs, in any one year within the last five years.
The experience in similar nature of work should also include the following quantities of works completed in any one year during the last five years:
(a) Earthwork: 6583.98 m3,
(b) GSB/WMM: 8810.26 m3,
(c) BM/DBM: 1099.00 m3,
(d) BC/SDBC (Wearing Course): 660.00 m3,
(e) VCC/VRCC: 960.37 m3,
(f) Steel: 33.90 Mt.
The bidder should have achieved an average annual turnover of at least 40% of the value of the contract over the last five years. The bidder should have completed at least one contract (Highways road and/or Bridge works/Airport contract) at least 40% of the value of the proposed contract in any one year within the last five years.
The bidder should have a minimum of 5 years of experience in civil engineering works and a minimum of 5 years of experience in road and bridge works, with a minimum value of Rs. 604.42 Lakhs. The bidder should have completed at least one project of similar size and complexity within the last 5 years, with a minimum value of Rs. 604.42 Lakhs and a minimum percentage of work completed, which includes 10% within the first month, 30% within the first two months, 60% within the next two months, 80% within the next two months, and 100% within the last month.
The bidder should have access to or have available liquid assets (working capital, cash in hand) and/or credit facilities of not less than 10% of the contract value, which is Rs.60.45 Lakhs for a contract value of Rs.604.42 Lakhs. The bid capacity to execute the work should be greater than Rs.604.42 Lakhs.
