The important information given under the technical capacity header which is specifically related to prior work experience includes: * The total estimated capital cost of the project, of which the applicant has itself undertaken the construction of project, excluding any part of the project for which any contractor, sub-contractor or other agent was appointed for the purpose of construction. * The applicant should provide a certificate from its Statutory Auditor/client/Engineer-in charge/Independent Engineer/Authority’s Engineer in the format specified, which includes details of the construction works executed by the applicant, including the total estimated capital cost of the project and the amount received or executed by the applicant. * The certificate should also include the year-wise details of the construction works executed by the applicant, including the amount received or executed. * The receipts indicated in the certificate should be restricted to the share of the applicant who undertook these works as a partner or a member of joint venture. * The applicant should have a share of a certain percentage in the Joint Venture/Consortium. * For requirement of 2.2.2.2 (ii), two similar completed works costing not less than amount equal to 25% each of estimated cost, or one similar completed work costing not less than amount equals to 35% each of estimated cost. * The Bidder shall have received payments for construction of Eligible Project(s) or has undertaken construction works by itself in a PPP project, such that the sum total thereof is more than Rs.930.17 Lakh. * For normal Highway projects, at least either of the following should have been completed: - two similar completed works costing not less than 25% each of the estimated cost, - one similar completed work costing not less than 35% of the estimated cost. * A project is considered completed if more than 90% of the value of work has been completed, and the completed value of work meets the above criteria in the last 5 financial years preceding the Bid Due Date. * For Major Bridges/ROB/Flyovers: i. Two similar completed works with length not less than or equal to 25% each of the cost of the Major Bridges/ROB/Flyovers. ii. One similar completed work with length not less than or equal to 35% of the cost of the Major Bridges/ROB/Flyovers. * For Tunnel projects: i. The sole Bidder or the Lead member of the Joint Venture shall have completed at least one tunnel project in the last 7 financial years, consisting of single or twin tubes, with at least 80% of the cross-sectional area of the tunnel to be constructed, or the cross-sectional area of a 2-lane highway tunnel, whichever is less, and 40% length of the tunnel to be constructed in this project or 2 km, whichever is less. ii. The cost of such a project shall be at least: a. Two similar completed works with length not less than or equal to 25% each of the estimated cost of the tunnel. b. One similar completed work with length not less than or equal to 35% of the estimated cost of the tunnel. * One similar completed work costing not less than an amount equal to 35% of the estimated cost. * For stand-alone specialized projects, specifically Major Bridges/ROB/Flyovers projects, the bidder must have completed at least one similar project in the last 7 financial years. * The similar project should have a span equal to or greater than 80% of the longest span or 100m, whichever is less, of the structure proposed in this project. * Additionally, the length of the similar project should be at least 40% of the length of the Major Bridge/ROB/Flyover or 2 km, whichever is less. * The cost of the similar project should be at least two similar completed works with a length not less than or equal to 25% each of the cost of the Major Bridges/ROB/Flyovers, or one similar completed work with a length not less than or equal to 35% of the cost of the Major Bridges/ROB/Flyovers. * For tunnels, when the length is more than 200m, 80% of the cross-sectional area of the proposed tunnel or two-lane highway tunnel cross-sectional area, whichever is less, and 40% of the length of the tunnel, or 2 km, whichever is less, are required. * The amounts (gross) actually received/ work executed, during such 5 (five) financial years shall qualify for purposes of computing the Experience Score, but receipts of or work executed amount less than Rs.62.01 Lakh shall not be reckoned as receipts for Eligible Projects.Similar work or eligible projects given in technical capacity experience include: - Project in highways sector with a factor of 1 - Project in core sector with a factor of 0.75 - Construction in highways sector with a factor of 1 - Construction in core sector with a factor of 0.75 - One similar completed work costing not less than 35% of the estimated cost - Two similar completed works costing not less than 25% each of the estimated cost - For Major Bridges/ROB/Flyovers projects: one similar completed work length not less than equals to 35% of the cost, or two similar completed works length not less than or equals to 25% each of the cost - For Tunnel projects: one similar completed work length not less than equals to 35% of the estimated cost, or two similar completed works length not less than equals to 25% each of the estimated cost - Projects with a completed work length of not less than 35% of the estimated cost of the tunnel - The project should have more than 90% of the value of work completed, and the completed value of work should be equal to or more than the above-mentioned criteria - The estimated cost of the project for determining eligibility should be restricted to the share of the applicant in the joint venture - Maintenance works are not considered eligible projects, except for maintenance works taken up on EPC mode - Improvement in Riding Quality work (IRQP/IRQ) is considered for technical capacity but not for similar completed works, except for maintenance works taken up on EPC mode - The capital cost of the project should be more than 5% of the amount specified as the Estimated Project Cost - The entity claiming experience should have undertaken the construction of the project for an amount equal to at least one half of the Project Cost of eligible projects - The estimated capital cost of Eligible Project and the total estimated capital cost of the project are considered - The applicant should have itself undertaken the construction of project of a certain amount, excluding any part of the project for which any contractor, sub-contractor or other agent was appointed for the purpose of construction - Values and percentages mentioned include: - 35% of the estimated cost - 25% each of the estimated cost - 90% of the value of work completed - 5% of the amount specified as the Estimated Project Cost - One half of the Project Cost of eligible projects - Rs.930.17 Lakh as the Threshold Technical Capacity - Rs.248.04 Lakh as the minimum Average Annual Turnover - 20% of the Estimated Project Cost of the Project - 0.5 factor for projects situated in a developed country which is a member of OECD - 1 factor for highways sector - 0.75 factor for core sector - 26% equity shareholding in the company owning the Eligible Project - Rs. 62.01 Lakh as the minimum Net Worth - 5% of the Estimated Cost of the project for projects up to Rs 100 crore - 10% of the Estimated Cost of the project for projects more than Rs 100 crore
