The bidder must demonstrate sufficient financial resources to cover 60% of the estimated project cost, which is 364.07 crore rupees. This must be shown using a prescribed format, combining liquid assets and unconditional bank commitments for financing the project's financial needs. Liquid assets should be calculated after deducting current contract commitments. The bidder's net worth must be at least 30% of the estimated project cost at the end of the previous fiscal year. For joint ventures, the combined financial capacity of members holding at least 26% equity each in the special purpose vehicle (SPV) must meet this requirement. Each member must maintain this equity share for two years post-project commissioning, holding at least 26% of the SPV's subscribed and paid-up equity and 5% of the total project cost. Each member must also have a positive net worth in the immediately preceding financial year. Net worth is calculated as the total value of paid-up share capital and reserves (excluding those from asset revaluation, depreciation write-back, and amalgamation) less accumulated losses, deferred expenditure, and miscellaneous expenditure not written off. For joint ventures, the combined net worth of the members is considered.
