The Eligibility requirements given in the tender include: 1. Experience Criteria: - Comprehensive Operation of utility boilers for a minimum period of two years - Operating pressure of ≥100 kg/cm2 - Rated capacity of ≥100 TPH (Tonnes Per Hour) per boiler - Experience with multi-fuel firing capability, such as Natural Gas (NG) / LPG, High-Speed Diesel (HSD) - This criterion is relaxed by 15% for Micro and Small Enterprises. 2. Past Performance: - Three similar completed works, each costing not less than 1.3 crores. - Two similar completed works, each costing not less than 1.6 crores. - One similar completed work, costing not less than 2.6 crores. - The value of work(s)/contract(s) executed shall be brought to current costing level by enhancing the actual value of work(s)/contract(s) at simple rate of seven percent per annum, calculated from the date of completion to the date of bid opening. The values and percentages mentioned for eligibility requirements are: - 15% relaxation for Micro and Small Enterprises. - 7 years for the experience period. - 100 kg/cm2 for operating pressure. - 100 TPH (Tonnes Per Hour) for rated capacity. - 7% per annum for enhancing the actual value of work(s)/contract(s) to the current costing level. Technical certification required by bidder to participate in this tender: - Documentary Evidence: Bidders must submit verifiable documentary proof such as copies of Work Orders/Contracts, Client Certificates, and Completion Certificates detailing the scope of work, contract duration, boiler specifications (pressure, capacity, fuel types), plant type, and satisfactory performance. - Certificate of Completion of Work: Completion certificate on client’s letterhead indicating (i) Brief scope of work (ii) Contract period (iii) Date of completion (iv) Work Order reference (v) Value of work executed for each work order submitted as per above criteria. - Certification from Bidder’s Country Head or CEO or equivalent authority on company’s letterhead stating the work carried out and value of the work (along with Purchase order/ Work order details) needs to be submitted. - DCS Operation: Demonstrated experience in operating and managing DCS-based control systems specifically for boiler Operations, including complex sequence like startup, shutdown, emergency handling. - Manpower deployment Capability: The bidder must have demonstrated the capability to deploy adequately qualified, certified, and experienced manpower compliant with the Indian Boiler Regulations (IBR) and other relevant statutory norms, as well as industry best practices.
