The bidder is required to have prior work experience in similar works, including experience as a Prime Contractor, in a Joint Venture, and as a Subcontractor, in their own country and other countries. The bidder should provide details of similar works, including the identification number of the contract, name of the contract, location of works, type of works, country, name of the employer, and other relevant information. The bidder's prior work experience is assessed through the calculation of their Bid Capacity, which takes into account the maximum value of Civil Engineering works executed in any one year during the last five years. The bidder should have satisfactorily completed, in the last seven years and as a prime contractor, one work of value not less than 80% of the estimated cost, or two similar works of value not less than 50% of the estimated cost, or three similar works of value not less than 40% of the estimated cost. The value and percentage of similar works completed include the maximum value of Civil Engineering works executed in any one year during the last three years, and the percentage and amount of participation of the firm in the project. The bidder should also provide information on the value of outstanding work, estimated completion date, and contract duration. Specific values and percentages mentioned include a minimum cash investment of up to 25% of the contract value of work during implementation, and an average annual financial turnover of at least 30% of the estimated cost during the last 3 years. The bidder should also have achieved a certain level of experience, with details to be provided in specific formats, including FORMAT (2-2) and FORMAT (2-3) of the pre-qualification document. The bidder should have valid enlistment with the Department of Water Resources under the appropriate class and category, or with any other Department of the Punjab Government or any other State Government or Government of India for Civil works, with enlistment amounting to equal or more than the appropriate class and category of WRD enlistment for works above Rs. 5.00 Crores. For works above Rs. 5.00 Crores, the bidder should provide a list of similar works completed during previous years, duly supported with performance certificates from the authority for whom the work has been completed, including the name of the work, estimated cost, date of start, and date of completion. The bidder should also provide evidence of access to lines of credit and other financial resources facilities, certified by the Bankers, amounting to 10% of the contract value.
