The bidder is required to have prior work experience as a prime contractor or sub-contractor on construction works of a similar nature and volume over the last five years. The bidder must have satisfactorily completed, as prime Contractor or sub-contractor, at least one similar work equal in value to one-third of the estimated cost of work (excluding maintenance cost for five years) for which the bid is invited. In Naxal/Left Wing Extremist Affected Districts, this value is reduced to one-fourth. The value of road work completed by the bidder under Pradhan Mantri Gram Sadak Yojana in the originally stipulated period of completion shall be counted as 120% for the purpose of this requirement. No specific percentage of similar works completed is mentioned in general, but the bidder's experience and resources are considered in determining their compliance with the qualifying criteria. The bidder should have experience in works of a similar nature and size for each of the last five years, and the total monetary value of civil construction works performed for each of the last five years should be provided. The bidder should also provide details of similar nature of works executed, including project name, name of employer, description of work, value of contract, contract number, date of issue of work order, stipulated date of completion, and actual date of completion. The bidder's available bid capacity for construction work should be equal to or more than the total bid value excluding maintenance. The available bid capacity is calculated as: Assessed Available Bid Capacity = (A*N*M - B), where A is the maximum value of civil engineering works executed, N is the number of years prescribed for completion of the works, M is 2 or a higher figure not exceeding 3, and B is the value of existing commitments and on-going works to be completed during the period of completion of the works. The maximum value of civil engineering works executed in any one year during the last five years is considered, updated to the price level of the last year at the rate of 8 percent a year. The bidder should have executed and received payments for a total annual volume of civil engineering construction work in the last five years preceding the year in which bids are invited. The bidder should provide an annual turnover certificate from a Chartered Accountant for the last five financial years, with a breakup of civil works and total works in each financial year. The bidder should have valid registration with Employees Provident Fund organization under EPF and Miscellaneous Provisions Act,1952. For package size exceeding Rs. 10 crore, Joint Ventures are allowed. The bidder should not be under a declaration of ineligibility for corrupt and fraudulent practices by the Central Government, the State Government or any public undertaking, autonomous body, authority by whatever name called under the Central or the State Government. The bidder should provide information regarding any litigation or arbitration during the last five years in which the Bidder is involved, the parties concerned, the disputed amount, and the matter. The bidder should provide reports on the financial standing of the Bidder, such as profit and loss statements and auditor's reports for the past three years. The bidder should provide evidence of access to line(s) of credit and availability of other financial resources/facilities (10 percent of the contract value) certified by banker. The bidder should provide a proposed programme of construction and Quality Management Plan proposed for completion of the work as per technical specifications and within the stipulated period of completion. The bidder should provide details of the technical personnel proposed to be employed for the Contract having the qualifications defined, and should provide information regarding the personnel engaged by it in the performance of its obligations under this Contract. The bidder should ensure that the personnel engaged by it in the performance of its obligations under this Contract are at all times appropriately qualified, skilled and experienced in their respective functions. The bidder should employ for the construction work and routine maintenance, the technical personnel named in the Contract Data or other technical persons approved by the Engineer. The bidder should not employ any retired Gazetted officer who has worked in the Engineering Department of the State Government and has either not completed two years after the date of retirement or has not obtained State Government’s permission for employment with the Contractor. The bidder should provide information regarding any litigation or arbitration during the last five years in which the Bidder is involved, the parties concerned, the disputed amount, and the matter. The bidder should provide a proposed programme of construction and Quality Management Plan proposed for completion of the work as per technical specifications and within the stipulated period of completion. The bidder should provide evidence of access to line(s) of credit and availability of other financial resources/facilities (10 percent of the contract value) certified by banker.
